Rangeland Management Specialist
Summary This position located in Bureau of Land Management Nevada State Office, in the Tonopah Nevada, Winnemucca Nevada, Battle Mountain Nevada, or Elko Nevada location. We expect to fill 10 vacancies at this time; however, additional positions may be filled from this announcement if they become available. Salaries for each location: Tonopah Nevada Salary for GS-09 - GS-11 ($61,203 - $96,263) Winnemucca Nevada, Battle Mountain Nevada, and Elko Nevada Salary for GS-09 - GS-11 ($59,966 - $94,317) Responsibilities Conducts monitoring studies and determines the need for range/watershed improvements related to management objectives. Participates in the gathering/ analysis/interpretation/evaluation of monitoring data to ensure land use objectives are met. Develops/maintains/revises planning documents for the rangeland management program. Provides input to interdisciplinary reports, environmental assessments resource management plans, and protective stipulations for rangeland ecosystems. Review range permit applications to ensure compliance with federal law/regulation. Authorizes livestock use permits/transfers/perform case file updates/execute unauthorized use actions, range use adjustments/exchange of use authorizations. Provides and coordinates oversight and review of field and district office range documents for NEPA adequacy. Serves as an interdisciplinary member or reviewer of district and field office planning and NEPA documentation efforts as needed. Conducts studies to address rangeland management concerns and objectives. Participates in monitoring and surveying activities that may impact sensitive shrub and grasslands. Serves as a rangeland resource consultant and advisor to numerous ranchers, farmers, and other land users in an assigned area. Prepares, evaluates, and conducts ecological analyses of public rangeland projects. Develops and implements Allotment Management Plans. Plans, manages, produces, and implements allotment evaluations for assigned allotments. Serves as principal specialist for development and revision of allotment management plans. rangeland ecosystems Requirements Conditions of Employment Qualifications In order to qualify, you must meet the Basic Requirement AND the Minimum Qualification requirements described below. Education: Successful completion of a degree in range management; or a related discipline that included at least 42 semester hours in a combination of the plant, animal, and soil sciences, and natural resources management, as follows: Range Management -- At least 18 semester hours of course work in range management, including courses in such areas as basic principles of range management, range plants, range ecology, range inventories and studies, range improvements, and ranch or rangeland planning. Directly Related Plant, Animal, and Soil Sciences -- At least 15 semester hours of directly related courses in the plant, animal, and soil sciences, including at least one course in each of these three scientific areas, i.e., plant, animal, and soil sciences. Courses in such areas as plant taxonomy, plant physiology, plant ecology, animal nutrition, livestock production, and soil morphology or soil classification are acceptable. Related Resource Management Studies -- At least 9 semester hours of course work in related resource management subjects, including courses in such areas as wildlife management, watershed management, natural resource or agricultural economics, forestry, agronomy, forages, and outdoor recreation management. OR, 2. Combination of Education and Experience: Education that includes at least 42 semester hours of course work in the combination of plant, animal, and soil sciences and natural resources management shown above, plus appropriate experience or additional education. AND, MINIMUM QUALIFICATIONS: To be considered minimally qualified for this position, you must demonstrate that you have the required specialized experience and/or education for the respective grade level in which you are applying: Specialized Experience GS-09 : Applicants must have one full year of specialized experience comparable in scope and responsibility to the GS-07 grade level in the Federal service (obtained either in the private or public sectors) performing the following: (1) serving as an advanced trainee specializing in range management and performing common qualitative and quantitative analyses of range resources; (2) conducting surveys and drafted tentative professional opinions to assist in determining allotment or watershed needs and remedies; (3) assisting in carrying out a range of analytical/scientific assignments in the range management profession that included researching and analyzing data, issues, and information that support range improvement project recommendations. OR, Education GS-09: Have two ( 2) years of progressively higher-level graduate education leading to a master's degree or master's or equivalent graduate degree from an accredited college or university. My graduate level education included major study in range management; or a related discipline that included at least 42 semester hours in a combination of the plant, animal, and soil sciences, and natural resources management described under the basic education requirements. (NOTE: You must submit a copy of your transcripts as proof of any claimed education.) OR, Combination GS-09: Combination of specialized experience and graduate level education described above in A and B, when combined, equals 100% of the total requirement. Please note only graduate education in excess of one year (18 semester hours) may be used to qualify under this option. (NOTE: You must submit a copy of your transcripts as proof of any claimed education.) Specialized Experience GS-11 : Applicants must have one full year of specialized experience comparable in scope and responsibility to the GS-09 grade level in the Federal service (obtained either in the private or public sectors) performing the following: (1) developing and/or managing range conservation, improvement, or treatment plans including designing technical surveys; (2) advising landowners and land lessees on principles of rangeland management and the laws, regulations, and policies governing management of range resources; (3) conducting inventories and monitoring of rangeland resource and activities to document degree of impacts occurring, plant community changes and trend of ecological status or diversity that results. OR, Education GS-11: Have 3 years of progressively higher-level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree from an accredited college or university. My graduate (Ph.D.) level education included major study in range management; or a related discipline that included at least 42 semester hours in a combination of the plant, animal, and soil sciences, and natural resources management described under the basic education requirements. (NOTE: You must submit a copy of your transcripts as proof of any claimed education.) OR, Combination GS-11: Combination of specialized experience and graduate level education described above in A and B, when combined, equals 100% of the total requirement. Please note only graduate education in excess of two years (36 semester hours) may be used to qualify under this option (NOTE: You must submit a copy of your transcripts as proof of any claimed education.) TIME-IN-GRADE REQUIREMENTS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-7 is required to meet the time-in-grade requirements for the GS-9 level. One year at the GS-9 is required to meet the time-in-grade requirements for the GS-11 level.. (You must submit your SF-50 that shows Time-in-Grade eligibility and reflects your title, series, and grade. No award SF-50 will be accepted). Education To qualify based on education, you must submit a legible copy of transcripts from an accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work. If you are using education completed in foreign colleges or universities to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university. PASS/FAIL COURSES: If more than 10 percent of your undergraduate course work (credit hours) were taken on a pass/fail basis, your claim of superior academic achievement must be based upon class standing or membership in an honor society. GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study. Additional Information Relocation/Recruitment Incentive: These positions are offering a Relocation/Recruitment Incentive, 20% of the annual salary. To be eligible for a Relocation Incentive, you must be a current Federal Employee and the selectee must be employed with the Federal Government and the selectee's current duty location is more than 50 miles from the duty location of this position. To be eligible for a Recruitment incentive, selectee must not be employed by the Federal Government. Promotion Potential: This position is considered a career ladder opportunity, with a full performance level of GS-11. Telework: The Bureau of Land Management has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval. Physical Demands: The work is primarily sedentary. There may be some walking, standing, and/or bending, requiring normal physical exertion. Occasional onsite visits require physical ability to traverse remote rough country by cross country vehicles or by foot, sometimes in extreme climatic conditions to conduct field inspections. Working Conditions: The environment involves everyday risks or discomforts that require normal safety precautions. The work environment varies from an office setting to working outside in isolated areas under adverse weather conditions. The employee usually works alone while in the field. Temperatures in the field vary from minus 10 degrees Fahrenheit to 105 degrees Fahrenheit.
