Rangeland Management Specialist
Summary This position is located in the Northern Region, R1, Beaverhead-Deerlodge National Forest with duty locations of Butte, Dillon, Ennis, Philipsburg, Wisdom, MT. The incumbent is the Range Program Manager on a National Forest unit. For additional information about the duties of this position, please contact Mike Ryan at mike.ryan@usda.gov Responsibilities Provides leadership in the development of the Forest noxious weed and invasive non-native plants program, and provides noxious weed and invasive non-native plant expertise to Districts and other functional staff. Oversees the management of the Forest range permit system. Participates in the development of policy, plans, programs, standards, and long-range goals and objectives needed for the conduct of assigned responsibilities. Assists the Forest Supervisor, District Rangers, and responsible staff in achieving program and production goals as set forth in approved management plans and programs. Works with cattle and sheep grower organizations, and other federal, state, and local agencies in the establishment of objectives. Makes on-the-ground review of systems, programs, or activities for which responsible; prepares reports and recommends corrective actions that may be required. Reviews complaints and appeals made by grazing permittees or other private parties concerning National Forest land uses. Represents and speaks for the Forest Supervisor on matters concerning all facets of range management in discussions with grazing permittees, at public meetings, and with professional societies and other organizations. Gives expert advice on the effect of proposed policies, plans, and programs Provides technical and professional leadership in coordination of range programs with sound principles of multiple-use management. Basic Requirement for Rangeland Management Series 0454: Degree: Successful completion of a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree that included a major field of study in range management; or a related discipline that included at least 42 semester hours in a combination of the plant, animal, and soil sciences, and natural resources management, as follows: Range Management - At least 18 semester hours of course work in range management, including courses in such areas as basic principles of range management, range plants, range ecology, range inventories and studies, range improvements, and ranch or rangeland planning. Directly Related Plant, Animal, and Soil Sciences - At least 15 semester hours of directly related courses in the plant, animal, and soil sciences, including at least one course in each of these three scientific areas, i.e., plant, animal, and soil sciences. Courses in such areas as plant taxonomy, plant physiology, plant ecology, animal nutrition, livestock production, and soil morphology or soil classification are acceptable. Related Resource Management Studies - At least 9 semester hours of course work in related resource management subjects, including courses in such areas as wildlife management, watershed management, natural resource or agricultural economics, forestry, agronomy, forages, and outdoor recreation management. -OR- Combination of education and experience - at least 42 semester hours of course work in the combination of range management; plant, animal, and soil sciences; and natural resources management shown above, plus appropriate experience or additional education. In addition to meeting the basic requirement, you must also possess experience and/or directly related education in the amounts listed below. Specialized Experience Requirement: For the GS-12: You must have one year specialized experience equivalent to the GS-11 in the Federal service. Specialized experience is defined as performing ALL of the following duties: Prepare long and short-range plans based on rangeland resource needs/health/capability, available work force, equipment and budget, and public demands for rangeland resource uses; Advise landowners and land lessees on principles of rangeland management and the laws, regulations, and policies governing management of range resources; Conduct inventories and annual monitoring of rangeland resource and activities to document degree of impacts occurring, plant community changes and trend of ecological status or diversity results; Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Work Experience: Your resume must clearly document the following for each block of work experience; the beginning day, month and year the work assignment started and ended; the hours worked per week; position title, and series and grade if applicable; and description of duties performed. This information must be provided for each permanent, temporary, or seasonal appointment/work assignment or volunteer work and should be clearly documented as a separate block of time. TIME IN GRADE REQUIREMENT: If you are a current federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must meet time-in-grade (TIG) requirements of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. This requirement must be met by the closing date of this announcement. Education There is no substitution of education for specialized experience. Additional Information Career Transition Assistance Plan (CTAP) or Reemployment Priority List (RPL): To exercise selection priority for this vacancy, CTAP/RPL candidates must meet the basic eligibility requirements and all selective factors. CTAP candidates must be rated and determined to be well qualified (or above) based on an evaluation of the competencies listed in the How You Will Be Evaluated section. When assessed through a score-based category rating method, CTAP applicants must receive a rating of at least 85 out of a possible 100. Land Management Workforce Flexibility Act (LMWFA) provides current or former temporary and term employees the opportunity to compete for permanent competitive service positions. Individuals must have more than 24 months of service without a break between appointments of two or more years and the last temporary or term appointment must have been with Beaverhead-Deerlodge National Forest of the Forest Service. Service must be in the competitive service and have been at a successful level of performance or better. Part-time and intermittent service will be credited only for time actually worked. Non-pay status such as leave without pay is credited for up to six months in a calendar year; anything beyond six months is not credited. Applicants are responsible for providing sufficient information/documentation to determine if the 24 month criteria is met. This position may be eligible to telework up to four days per week, based upon the duties of the position. This position may also be eligible for flexible work arrangements as determined by agency policy and any applicable collective bargaining agreements. This is a bargaining unit position and is represented by either NFFE, AFGE, or NAGE. Forest Service daycare facilities are not available. Government Housing is not available.
