The Massachusetts Department of Public Health’s (MDPH) Bureau of Substance Addiction (BSAS) is seeking a dynamic applicant to fill the role of Re-Entry Specialist. BSAS is seeking short-term assistance with coordinating the implementation of two population-specific re-entry projects: one for Black and Latino men and another for women and non-binary individuals. This position reports to the Director of Legal Systems Involved Services in the delivery and monitoring of legal system-involved activities as assigned. Coordinates and monitors 10 statewide contracted services for individuals with a history of substance use and criminal legal system involvement, with a focused effort on expanding and enhancing services for Black and Latino men, as well as for women and non-binary individuals. In addition, this role will also support contract management for 5 municipality DivCare contracts, ensuring that all billing and fiscal compliance requirements are met. Key activities will include:
This position is a full-time position of 37.5 hours per week over the next one to two years. The Re-Entry Specialist will primarily be responsible for the following job duties and responsibilities:
Duties and Responsibilities (these duties are a general summary and are not all-inclusive):
Coordinate and monitor programming and contracted services.Convene provider meetings and facilitate access to available training and technical assistance.Conduct site visits to ensure ongoing compliance with contractual requirements and address any billing and fiscal accountability issues.Assist the Director of Legal System Involved Services in the delivery and monitoring of criminal justice-related activities as assigned. Coordinates and monitors 10 statewide contracted services for individuals with a history of substance use and criminal legal system involvement, with a focused effort on expanding and enhancing services for Black and Latino men, as well as for women and non-binary individuals.Support contract management for 5 municipality DivCare contracts, ensuring that all billing and fiscal compliance requirements are met.Collaborate on the implementation of statewide projects and initiatives designed to increase access to medication for opioid use disorder, overdose prevention, and other substance use services for individuals in correctional settings and upon re-entry into the community.Facilitates interagency collaboration by building and maintaining strong partnerships with community-based organizations, criminal legal system partners and other health and human service partners. Perform data analysis and conduct site visits for assigned contracts and related programming.Collaborate with other State and community-based partners on related initiatives for individuals re-entering the community or otherwise involved in the criminal legal system.Ensure compliance with established policies, procedures, and standards.Provide technical assistance to assigned contracts around programmatic, fiscal, and data collection-related issues. Evaluates programs and activities to determine progress and effectiveness, and to make recommendations concerning changes as needed.Perform related duties such as attending meetings, and conferences, maintaining records/files, writing grants, and preparing reports. Perform other duties as assigned.Qualifications
Knowledge of substance use services including addiction treatment, harm reduction and recovery support services. Grasp and understanding of the criminal legal system, and how it intercepts with various health and human services. Able to analyze and determine the applicability of data, draw conclusions, and make appropriate recommendations. Knowledge of the methods of general report writing. Capacity to understand and oversee assigned program budgets and billing. Ability to maintain accurate records and documentation. Demonstrate experience in fostering cross-sector and interagency collaboration. Capability to communicate effectively and establish rapport with others. Ability to plan and organize work schedules to efficiently manage theresponsibilities of the position.Contract Period of Service: 2/1/25 – 2/11/27
