Summary About the Position: This is a Realty Officer, GS-1170-14 position for the US Army Engineer District, Tulsa Real Estate Division located in Tulsa, OK. Responsibilities Advise District Engineer on all real estate matters and consults with him and other technical and staff officials on policies, problems and decisions involving use of real property. Administer real estate acquisition real property and land management program involved in the civil works development of the Arkansas River and Red River basins for flood control, hydroelectric power, navigation, recreation, and water conservation. Plan work accomplishment with that of other divisions of the district, higher echelons, other government agencies and private interests, through correspondence and consultation. Speak publicly before various organizational groups, particularly where public sentiment is a sensitive issue or the real estate policies and programs of the district involve precedent and affect public attitudes. You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience. Specialized Experience: One year of specialized experience which includes (1) Recommending warranted real estate officer decisions on real property acquisition, laws and precedents affecting real estate for federal civil works and other federal projects; AND (2) Managing disposal projects for real property in planning and controlling processes, AND(3) Advising customers or stakeholders on developing solutions to real estate out granting and disposal problems. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13). You will be evaluated on the basis of your level of competency in the following areas: Leadership Planning and Evaluating Real Estate Technical Competence Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-13). Education Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. Additional Information Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration. You will be required to provide proof of U.S. Citizenship. One year trial/probationary period may be required. Direct deposit of pay is required. This position requires you to submit a Public Financial Disclosure Report (OGE 278) or a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter. Selection is subject to restrictions resulting from Department of Defense referral system for displaced employees.
