Summary This position is located in Department of Homeland Security, U.S. Coast Guard, Shore Infrastructure Logistics Center, Civil Engineering Unit Cleveland in Cleveland, OH. Responsibilities This position will serve as a Realty Specialist, providing for the acquisition, Programmed Depot Maintenance (PDM), major repair and modification of Coast Guard shore facilities and aids to navigation. Being a Coast Guard civilian makes you a valuable member of the Coast Guard team. Typical work assignments include: Reviewing of lease contracts and leasing actions, performs lease administration functions for complex space provisions, including changes in the amount and configuration of space; changes in the type of services received; enforcement of lease provisions; and changes of ownership. Maintaining real property lease files in accordance with Coast Guard policy. Maintains and updates various spreadsheets and real property inventory databases, to include performing data input. Preparing amendments, renewals, notices of cancellation, and/or supplemental agreements to leases. Receiving assignments and has cradle-to-grave responsibility for acquisition projects including the inspection/assessment and acquisition of land, easements, leases, and rights-of-way. Preparing Site Evaluation Reports by researching and identifying available properties, conducting site surveys and inspections, assembling and analyzing pertinent property acquisition cost data and evaluating adequacy of property to meet both mission requirements and accessibility/proximity to other operations elements. Performing disposal actions that include demolition, lease terminations, and excessing of real property. Keeping apprised of status, quality, and quantity of work, and advises supervisor of status and proposed deviations. Requirements Conditions of Employment U.S. Citizenship is required. Must possess and maintain a valid state driver's license. Males born after 12/31/1959 must be registered for Selective Service. This position requires a National Agency Check with Inquiries (NACI). A one year probationary period maybe required. All qualification requirements must be met by the closing date of the announcement. Qualifications AT THE GS-11: Applicants must possess one year of specialized experience equivalent to the GS-09 level in the Federal sector. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. Examples of specialized experience include: experience with all legal aspects of federal real property transactions, including specifically; accountability (inventory validation), disposal, and lease acquisition and management; application of the Stewart B. McKinney Homeless Assistance Act as it relates to federally owned government real property; space utilization practices and the ability to conduct space utilization surveys; adherence to the Chief Financial Officers Act (CFO Act) as it relates to real property physical inventory processes and documentation requirements, and ability to conduct real property inventory evaluations; reading construction drawings/survey plats to conduct necessary research to meet data calls or maintain real property inventory using available resources, and evaluation of data pulled from drawings, plat maps, files and other records in order to prepare DD Form 1354 to capture changes to the real property inventory; inputting data into various database programs such as Access, Oracle, Maximo and Microsoft Office spreadsheets. OR at least one of the following if using education to qualify at this grade level: (A) a Ph.D. or equivalent doctoral degree; OR (B) 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related; OR (C) A combination of specialized experience equivalent to the GS-09 level in or related to the work of this position AND education graduate level education that provided the specific knowledge, skills and abilities to successfully perform the duties of this position and experience. Experience and education combinations are computed by first determining the total qualifying experience as a percentage of the experience required for the grade level; then determining the total of qualifying education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify at that grade level. AT THE GS-12: Applicants must possess one year of specialized experience equivalent to the GS-11 level in the Federal sector. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.
