Summary Securing Travel, Protecting People - At the Transportation Security Administration, you will serve in a high-stakes environment to safeguard the American way of life. Responsibilities This Realty Specialist position is located within the Direct Leasing Branch, Real Estate Management Division, Security and Administration Services (SAS), Enterprise Support (ES), Transportation Security Administration (TSA), Department of Homeland Security (DHS). Additional duties include but are not limited to: Serves as Realty Specialist for activities across the entire real estate acquisition process for the Real Estate Management Division. Supports new and innovative realty approaches, methodologies, and techniques; and may act as a leader to define and direct challenging projects / programs / activities. Analyzes and evaluates pertinent real estate information that supports acquisition. Applies trained knowledge of real property acquisition principles, concepts, regulations, practices, analytical methods, and techniques; and may serve as the TSA agency advocate or principal point of contact for projects / programs / activities. Prepares documentation to support legal counsel in applying remedies available in real estate transactions. Negotiates interest in real property, modifications to existing contracts and renegotiates leases, renewals, or succeeding lease agreements. The major duties described above reflect the full performance level of this position. Typically, the lower pay band (G and H Bands) performs the same duties but will receive more guidance and training; and/or projects/work assignments may be less complex. Note: The duties are at the full SV-I performance level and the SV-G is the developmental grade level leading to such performance. Requirements Conditions of Employment You must possess U.S. Citizenship or be a U.S. National. You must have reached the minimum age (18) at the time of application. You must complete a favorable Background Investigation (BI). Selective Service registration is required. You must be able to obtain and maintain a Secret Clearance. G band requirements: Must have or obtain within 12 months of appointment a current FAC-C (Professional) or DAWIA Level I or current GSA Lease Contracting Officer (LCO) equivalent Certification. Must have at least 2 years of progressive contracting experience, with the ability to obtain a TSA Basic warrant within 12 months after appointment. H band requirements: Must have a current FAC-C (Professional) or DAWIA Level I or current GSA Lease Contracting Officer (LCO) equivalent Certification. A copy of your current certification is required for the application process. Must have at least 4 years of progressive contracting experience, with the ability to obtain a TSA Level 1 warrant, within 12 months upon appointment. I band requirements: Must have a current FAC-C (Professional) or DAWIA Level II or III current GSA Lease Contracting Officer (LCO) equivalent Certification. A copy of your current certification is required for the application process. Must have at least 6 years of progressive contracting experience, with the ability to obtain a TSA Level 2 Intermediate warrant within 12 months upon appointment. Qualifications To qualify at the SV-G (GS-11) grade level: Applicants must possess one full year (52 weeks) of specialized experience equivalent to the SV-F (GS-9) in the Federal service. Specialized experience MUST include all the following: Experience applying laws, regulations or practices pertaining to federal real estate leasing; Presenting material gathered from diverse sources and disciplines in a clear and effective manner to professional work groups and others. Assist in preparing and reviewing federal real estate management reports/records or documents. OR Education may be substituted for specialized experience: Have a Ph.D. or equivalent doctoral degree or have successfully completed 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related. OR Have a combination of graduate education and specialized experience that when combined together meet the qualification requirements of this position. To qualify at the SV-H (GS-12) grade level: Applicants must possess one full year (52 weeks) of specialized experience equivalent to the SV-G (GS-11) in the Federal service. Specialized experience MUST include all the following: Experience applying laws, regulations or practices pertaining to federal real estate leasing; and Experience preparing and reviewing federal real estate management reports/records or documents. Gathering, evaluating and interpreting data to arrive at valid conclusions and offer meaningful recommendations. To qualify at the SV-I (GS-13) grade level: Applicants must possess one full year (52 weeks) of specialized experience equivalent to the SV-H (GS-12) in the Federal service. Specialized experience MUST include all the following: Experience developing laws, regulations or practices pertaining to real estate leasing and real estate transitions. Experience developing federal real estate management reports/records or documents. Experience analyzing and evaluating information pertinent to real estate transactions and/or real estate leasing. Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime. National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
