Job Description
The Iowa Department of Public Safety's Division of Criminal Investigation (DCI) is seeking aRecord Check Dissemination Specialist (Clerk Specialist)within the Record Check Dissemination Unit.

Job Description:
As a Record Check Dissemination Specialist, you will be responsible for processing Iowa criminal history record check requests submitted to the DCI by the general public, businesses, and criminal justice agencies. The successful candidate will accurately and confidentially query and retrieve criminal history record information from the computerized criminal history (CCH) database.
The individual will determine whether a criminal history exists or does not exist for the subject of the request and will provide accurate results to the requester. If it is determined that criminal history does exist for the subject of a request, the individual will thoroughly review and analyze the record to ensure complete and accurate criminal history is provided to the requester. The individual must be able to understand and follow all laws that allow or restrict the release of Iowa criminal history records, including having extensive knowledge of Iowa Code Chapter 692, as well as other dissemination procedures. There are substantial criminal and civil penalties for those who would violate Chapter 692, including disseminating information incorrectly. Therefore, strong attention to detail and a great deal of time evaluating rap sheets prior to dissemination is required in this position.
The individual will learn to read and identify incorrect information on a criminal history record. The individual must be able to make accurate modifications such as entering criminal history information from fingerprint cards into the CCH database and entering disposition information received from the county attorneys and the clerks of court, if necessary. They must know how to search various databases, such as Iowa Courts Online and the Department of Corrections, to obtain additional information to update and/or verify our criminal history record information.
General office procedures are utilized to facilitate the receipt of, response to, and tracking of criminal history record check requests. The individual will process criminal history record checks received in various formats, including paper form, electronically within a records management system, and in person. Accurate results will be provided using various methods as well, including mail, fax, email, and within a records management system.
The individual must be able to log, with accuracy, civil applicant fingerprint cards for national criminal history record check requests. The individual must be able to thoroughly review and screen resultant FBI results prior to returning such results to the approved requester.
The individual will provide extensive customer service related to criminal history records and requests via phone, email, and in person. Competent and professional written and verbal communications, as well as interpersonal skills are essential.
The individual must have strong attention to detail, be able to work as a team, as well as independently and have strong problem solving skills. The individual must be comfortable with repetitive tasks, have the ability to prioritize and be capable of performing other duties as assigned if necessary.
Other Information:
+ Applicants must be able to pass through a background investigation conducted by the Iowa Department of Public Safety.
+ Applicants must be NCIC certified or become NCIC certified within six months of hire.
Minimum Qualification Requirements
Experience equal to three years of full-time clerical or closely related work;
OR
an equivalent combination of education and experience, substituting graduation from high school, G.E.D. equivalency or satisfactory completion of a recognized correspondence or formal job-related training course at the high school or equivalent level such as that offered by WIN, OEO, CEP, CIVEC or similar programs, for one year only of the required experience;
OR
an equivalent combination of education and experience, substituting nine months or thirty semester hours coursework in an accredited business school, college or university for each year of the required experience;
OR
certification from the State of Iowa Administrative Assistant Certificate Program will substitute for six months of the required experience;
OR
employees with current continuous experience in the state executive branch that includes the equivalent of eighteen months of full time experience as a resident treatment worker or Clerk–Advanced.
