Summary THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION. This position is in the Excepted Service "under the authority of Title V, P.L. 114-328, Sections 932 and 1084 (FY17 NDAA)". This National Guard position is for aRECORDS & INFO MANAGEMENT SPECIALIST (KNOWLEDGE MANAGEMENT), Position Description Number T5551000 and is part of the169 CS, South Carolina National Guard. Responsibilities ***This is a Title 5 National Guard Employee position description.*** This position is located in the Communications and Information Operations Branch of the Base Communications Unit, Mission Support Group, of an ANG Wing. The primary purpose of this position is to implement and administer the Knowledge Management Program within the Wing tenants and Geographically Separated Units (GSUs), if assigned, network and manual operating environments. This includes the management, organization, direction, control, and customer education of all actions associated with the collection, creation, use, and dissemination of official information, and related records to include Wing, tenants and GSUs if assigned. Requirements Conditions of Employment Qualifications AREA OF CONSIDERATION (AOC): This is a Title 5 "Excepted Service " position under the authority of Title V, P.L. 114-328, Sections 932 and 1084 (FY17 NDAA)", and is open to US citizens interested in helping the Department of the Army meet our mission requirements. Area of Consideration: This position is open to AOC 1. Area 1: Current employees (Tenure 1 and 2 / internal to the Agency) Area 2: All other applicants (external to the Agency). *Temporary and Indefinite employees do not meet permanent tenure requirements and are not eligible for Area 1. For positions requiring a security clearance (Secret or Top Secret) the applicant must possess or be able to obtain a clearance within one year of appointment. GENERAL EXPERIENCE: Experience, education, or training in administrative, professional, investigative, technical or other responsible work which demonstrates analytical ability and a practical and theoretical knowledge of the functions, processes and principles of management. Experience using computer and automation systems. SPECIALIZED EXPERIENCE: Must have at least 36 months experience which provided a detailed knowledge of the National Guard organizational structures, functions, procedures and techniques. Experience analyzing and interpreting policies and the procedures of higher headquarters/management as to applicability to current policies. Experience presenting and discussing complex matters in a clear and convincing manner. Experience in communicating with people from various backgrounds and circumstances. CONDITIONS OF EMPLOYMENT & NOTES: 1. Must be certified IAW DoD 8570.01-M, Federal Information Security Management Act of 2002, Clinger Cohen Act of 1996 and obtain Special Experience Identifier (SEI) 264, IAW current AF directives. Information Assurance - Technical Level II (IAT II), IAW current AF directives. 2. Conducts travel to and from offsite worksite(s) from the normal work area to perform assigned duties. This may include Operating Locations (OL) and/or Geographically Separated Units (GSU). Due to distances involved, travel may involve one or more overnight stays. 3. Irregular and overtime (compensatory) hours may be required to support operational requirements or contingencies. 4. The employee may be required to travel in military and/or commercial aircraft to perform temporary duty assignments. 5. Individual must possess a secret clearance and may be required to obtain a top secret clearance with eligibility to access sensitive compartmented information (TS-SCI). 6. This position is designated as Essential Personnel and may be subject to duty in preparation for, or in response to, a state emergency or disaster declaration. This designation will not exceed 14 calendar days per year unless otherwise approved in advance by TAG. 5. Position requires a SECRET security clearance.
