JOB DESCRIPTION
The Bureau of Administration is committed to delivering strategic support services to strengthen and empower the Office of the New York City Comptroller to manage and support our employees as they work toward ensuring the City's fiscal health. We provide service and support in a manner that promotes communication, transparency, and collaboration. These services include Human Resources, Procurement, Payment, Facilities Management, and Budget Management. Reporting to the Assistant Comptroller for Employment Services, the Recruiter will plan, implement, coordinate, and monitor all activities in support of the NYC Comptroller’s Office Talent Acquisition strategy. The responsibilities include the following:
- Develop and maintain contacts at education institutions, professional organizations, ethnic and community media outlets, to promote job opportunities and the Comptroller’s Office.
- Serve as the Agency’s 55-a Coordinator and takes steps to ensure that 55- a program is leveraged as a tool for attaining a diverse candidate pool; collect and maintain data on 55a applications; respond to all inquiries from the candidates and hiring managers related to the program.
- Review and edit job postings ensuring that job descriptions are recruitable and relevant.
- Plan, execute and participate in recruitment activities such as career days, job fairs, etc.
- Monitor, analyze, and report on key performance indicators (KPIs) related to recruitment metrics.
- Use online platforms, job boards and other tools to amplify the visibility of agency’s open positions; serve as the Agency’s LinkedIn Administrator.
- Conduct civil service hiring pools in accordance with civil service requirements.
- Publish job postings and screen candidates for minimum qualifications.
- Extend Conditional Job Offers.
- Perform other job duties as directed.
QUALIFICATION REQUIREMENTS

Qualifications
1. A master’s degree from an accredited college or university, accredited by regional, national, professional or specialized agencies recognized as accrediting bodies by the U.S. Secretary of Education and the Council for Higher Education Accreditation (CHEA) in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a closely related field; or
2. A baccalaureate degree from an accredited college or university, accredited by regional, national, professional or specialized agencies recognized as accrediting bodies by the U.S. Secretary of Education and the Council for Higher Education Accreditation (CHEA) and two years of satisfactory full-time professional experience working in one or a combination of the following areas: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; or in management or methods analysis, operations research, organizational research or program evaluation; or in personnel or public administration, recruitment, position classification, personnel relations, labor relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation or fiscal management; or in a related area.
Special Note:
To be eligible for placement in Assignment Level II, individuals must have, after meeting the minimum requirements, one additional year of professional experience as described in "2" above.
