Recruiting Strategy Policy Analyst (OCCH)

Nemean Solutions, LLC is looking for a Recruiting Strategy Policy Analyst (OCCH).

Background:

The United States Army Chaplain Corps builds Army spiritual readiness to deploy, fight, and win our Nation's wars, by providing reliable and relevant world-class religious support, as a unique element of the Army that is fully engaged across the full spectrum of conflict. The Office of the Chief of Chaplains, (OCCH) provides religious services and support to the command as an instrument of the U.S. Government to ensure that Soldiers' religious "free exercise" statutory rights are protected.

OCCH provides leadership to the Chaplain Corps and exercises technical supervision over chaplains, Religious Affairs Specialists, directors of religious education (DREs), religious activities, and religious support operations throughout the Army. OCCH is supported by the Strategy, Plans, Policy and Resources (SPPR) Directorate in the Pentagon, the Strategic Initiatives Group (SIG) at Fort Hamilton, NY, and the Religious Support Operations Center (RSOC) at Fort Jackson, SC. The USA-IRL represents the Field Operating Agency (FOA) the Chief of Chaplains intends to establish at Fort Jackson. The USA-IRL will be one entity, with four organizational elements-the RSOC, the Religious Leadership Academy (RLA), the Graduate School for Army Chaplain Corps Professional Development (GSACCPD), and the Non-Commissioned Officers Academy (NCOA)-which will operate under the leadership and control of the Chief of Chaplains.

Requirements and Qualifications:

Bachelor's Degree. 5 years supporting corporate or Army recruiting efforts. Engages appropriate quotas for target audiences for both qualitative and quantitative surveys as well as programming the surveys to run smoothly online. Provides outside perspective to methodology as well as approach to complex analysis. Supports recruitment efforts in business and management consulting projects including candidate outreach, strategy, sourcing, communications, writing job descriptions, interviewing candidates, managing offer packages, and liaising with hiring managers. Attracts, seeks out, interviews, and chooses job applicants to fill professional job openings. Confers with management and discusses long-range professional personnel needs to prepare and implement recruitment program. The Professional Recruiter position faces greater challenges in developing sources of candidates than nonprofessional recruiters. In addition, the Professional Recruiter's recommendations are usually given greater deference in the hiring of candidates. Contacts colleges, job fairs, etc., to arrange interviews. Provides information on company facilities and job opportunities to potential applicants. Interviews applicants to obtain work history, education, training, job skills, and salary requirements. Screens and refers qualified applicants to company hiring personnel for follow-up interview. Arranges travel and lodging for selected applicants at company expense. Performs reference and background checks on applicants. Corresponds with job applicants to notify them of employment consideration. Files and maintains employment records for future references. Projects yearly recruitment expenditures for budgetary control

Security Requirements: Contractor personnel (to include subcontractors) performing work under this contract shall be capable of obtaining a favorable SECRET Clearance.

Support Hours: The contractor is responsible for conducting business while the facility is open, between the hours of 0900-1500 Monday thru Friday except Federal holidays or when the Government facility is closed due to local or national emergencies, administrative closings, or similar Government directed facility closings.

Place of Performance: The work to be performed under this contract will be performed at Fort Jackson, SC, or nearby Government facilities, unless otherwise approved by the COR. In the event of a local or national emergency, operations may be moved to another local government facility or telework may be authorized. Telework must be preapproved by COR and government lead.

Travel: The contractor will be required to travel CONUS during the performance of this contract to attend meetings, conferences, and training.
