Job Title: Reentry Workforce Development Coordinator

General Functions:
The Reentry Workforce Development Coordinator (RWDC) will work under the supervision of the Workforce Development Supervisor WDS. The RWDC primary focus will be on incarcerated, formerly incarcerated participants and participants who are currently or have completed substance use treatment programs. This position will work to deliver a broad range of employment services to help CITC participants overcome legal barriers and increase their skills to obtain and maintain employment. Services are focused on individual and family needs and may be provided one-on-one or in a group setting. This position requires outreach to community partners and regularly scheduled employment workshops/events for Recovery and Reentry job seekers to attend.
Duties and Responsibilities:
Stay current in relevant recovery and reentry workforce support and programs.Provide employment and referral services for employers and job seekers. Act on job placement requests and job leads received from employers and support participants in applying.Work in partnership with the Workforce Development Supervisor (WDS) to develop, implement, and coordinate workforce development outreach and training that enhance job seeker’s employability skills.Attend outreach events to recruit participation of both job seekers and employers to use Career Development services. This includes attending job fairs, community outreach events, and meeting with employers and job seekers to promote Career Development services.Coordinate with the Education Coordinator on the Life Skills curriculum and facilitate groups to best meet the needs of Recovery and Reentry job seekers.RWDC will assess eligible job seekers to learn about their career interests, work history, education, training, skills, and salary requirements. RWDC will regularly review the caseload and notify job seekers of employment opportunities (internal or external) and refer applicants to the hiring managers for subsidized and non-subsidized positions. Describe job duties and responsibilities, safety and work habits, pay scale, and other pertinent information. Coach and support job seekers on independent job searching, resume writing, interview skills, and appropriate dress.Responsible for documenting participant information, developing personal development plans, and case notes, uploading documentation, and supportive service entries following all applicable policies and procedures.Provide necessary maintenance to databases through compiling, filing, and entering data, entering demographics, 477 data, and placement/referral outcomes.Maintain an active participant caseload which includes running reports to complete missing information or follow up with participant caseload.Work in partnership with the CD Sr. Manager and WDS to organize and prepare related data for reporting purposes.Provide administrative/clerical support as needed and required to maintain an accurate caseload by answering telephones, electronic document filing, data entry, and word processing.Maintain confidentiality according to regulations and procedures. Adhere to HIPAA compliance.Develop and maintain an ongoing communication network with other CITC programs/staff, non-profit and for-profit agencies, regional Native and Village corporations, and other community employers.Perform other related duties as needed and assigned.

Understanding of barriers those seeking to reenter the workforce after incarceration and/or substance abuse treatment may face.Knowledge of resources and tools to support those reentering the workforce after incarceration and/or substance abuse treatment.Knowledge of Alaska’s Labor Market Information and In-demand Industries and Occupations.Knowledge of career development supports like assessment tools, strategies, and transferable skills.Knowledge of social, cultural, and economic conditions that impact the population and area(s) served.Strong knowledge of current and innovative workforce development strategies and supported work programs.Knowledge of Alaska Native and American Indian culture and/or community resources.Skilled in customer service, teamwork, collaboration, and interpersonal communication, including de-escalation and conflict resolution.Skilled in written and verbal communication, including public speaking, presentation, and interviewing.Skills in adapting to changing circumstances, staff, and client needs, and working with interruptions.Proficiency in Microsoft Office, Google, database systems, computers, and technology-based platforms that interface directly with applicants and job seekers.Ability to remain professional, and calm, and adapt communication style with diverse customer needs or customers that are frustrated.Excellent interpersonal skills: ability to work effectively and cooperatively with all levels of management and staff, affiliated-company employees, and outside business associates; exhibit professional dealings with others.Excellent organizational, follow-up, and detail-oriented skills.Ability to maintain accurate records and prepare and submit comprehensive reports. Work independently, as well as with a team, with minimal supervision.Make decisions that may involve thinking strategically, problem-solving, and exercising good judgment.Understand CITC’s mission, vision, and strategic focus areas and incorporate knowledge into daily activities.

Minimum Qualifications:
Associate’s degree or two (2) years of work experience in case management, employment counseling, workforce development, or year for year in a similar field or the equivalent combination of education and experience.Continued employment status will be contingent upon completion of a satisfactory state and federal criminal background check.Must have a valid Alaska Driver’s license and be insurable under CITC’s automotive insurance, which requires a driver to be at least 21 years of age and have had a driver’s license for at least three years.
Preferred Qualifications:
Experience working in a correctional facility or with participants with legal barriers to employment.Professional experience working within criminal justice, substance abuse treatment and/or behavioral healthDisclaimer
