You will be responsible for regional child welfare practice decisions and strategic plans. You will embed a learning environment for staff and a culture of respect for children and families. You will also facilitate statewide initiatives to integrate program development and implementation while ensuring services are comprehensive, coordinated, and streamlined. You will report directly to an Assistant Deputy Director of Field Operations. This position is located in the DCS office in Bloomington, Indiana. Salary: This position traditionally starts at an annual salary of $93,002.00 but may be commensurate with education and job experience. A Day in the Life: + Serve as the regional authority for staffing, program development and implementation, resource allocation, and policy development. + Establish an inclusive, respectful, and vision-oriented environment that reflects DCS's vision, mission, and core values. + Maintain strong leadership for the region by effectively and proactively implementing solutions to address local office and regional needs. + Facilitate statewide initiatives to ensure service delivery is comprehensive, coordinated, and not duplicative. + Monitor program service delivery to determine cost efficiency and effectiveness and assure local compliance with agency-wide initiatives and goals. + Manage regional funding while exercising fiscal responsibility. + Promote and monitor an effective model for case planning and resource connections. + Assess program effectiveness and, when necessary, identify management, organizational, and staffing problems. Work with the local office directors to resolve issues and improve effectiveness and efficiency. + Ensure compliance with human resource regulations and offer general guidance. + Collaborate with local office directors to develop short- and long-term strategies that foster compliance and cost-efficient service delivery. + Evaluate accomplishments toward established goals and adjust goals, methods, or procedures as needed. + Represent DCS at public meetings and task forces. + Facilitate and monitor quality control reviews or program evaluations. What You'll Need for Success: + Extensive knowledge of federal, state, and local laws impacting program compliance. + Extensive knowledge of DCS programs and operational goals. + Broad knowledge of human service delivery systems. + Broad knowledge of change management and conflict resolution. + Extensive knowledge of public relations and communication theory and practices. + Extensive knowledge of employee relations, engagement techniques, and solutions. + Excellent verbal and written communication skills. + General knowledge of state and local community advocacy groups. + Ability to establish and maintain cooperative working relationships with internal and external stakeholders and representatives. + Ability to address the public, special interest groups, and organizations in an open forum. + Ability to solve complex problems. + Ability to effectively prioritize and manage multiple high-profile cases or emergency projects. + Required to possess and maintain a valid driver’s license, independent reliable automobile, and appropriate automobile insurance coverage at all times. + Candidate/Incumbent is subject to pre-employment and random drug/alcohol testing.
