We are hiring for the following areas: Tacoma, WA, Phoenix, AZ, Duluth, MN, San Antonio, TX, Montgomery, AL, Fort Wayne, IN / Terrra Haute, IN, Martinsburg, WV, and Newburgh, NY. The primary purpose of the Regional Deputy Administrators (RDAs) is to liaise between the Contract Manager and the WDDRPMs. The RDA will engage with the Air National Guard Service Component and ensure mission readiness to foster a drug-free environment through a comprehensive program of education, prevention, deterrence, and detection of illicit or prescription drug abuse; for all personnel under the purview of applicable military regulations pertaining to the Air National Guard Drug Demand Reduction Program. **Essential Functions, Responsibilities & Duties may include, but are not limited to:** **Requirements:** + Manages the Regional Military and Civilian Drug Testing Programs. + Assist WDDRPMs in all facets of the program, including scheduling and screening new hires as well as assisting with outreach and education programs. + At least annual travel to visit Wings in their assigned region. + Provides oversight of the Wing Drug Demand Reduction Programs to Major Command (MAJCOM) + Attend Cross Functional Oversight Committee and present annual DDRP metrics to the MAJCOM Commander or their staff + MAJCOM Primary point of contact and administrator for all actions within Drug Testing. + Train and certify all required personnel for DDRP duties and responsibilities. + Engage with WDDRPMs and Adjunct DTPAMS to oversee and ensure coordination and assignment of all required personnel for monthly and weekly drug testing. + Oversee the preparation of legal documents for DDRP legal boards. + Ensure specimens are processed and shipped in accordance with DDRP regulations. + Supervise the processing of all illicit and MRO positives in accordance with applicable DDRP regulations. + Ensure drug testing records, supplies, and collected specimens in secured locations in accordance with DDRP regulations. + Performs evidence-based outreach and prevention education activities. + Establishes, develops, and maintains effective working relationships with ADAPT, Family Advocacy, Youth Services, Chaplains, and the IDS team. + Engage with other RDAs to ensure continuity of services and leverage best practices for the DDRP. + Coordinate with the Quality Assurance Manager to ensure timely and accurate reporting, addressing and remediating any concerns. + Coordinate with the Project Control Analyst and Contract Manager to assess areas for operational efficiency. + RDA **must** reside in the region they will oversee. **Education:** + Bachelor’s degree which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. Experience in lieu of a degree may be considered. **Work Experience, Knowledge, Skills & Abilities:** + At least one year of specialized experience which includes knowledge of the theory and principles of management and organization, including administrative practices and procedures common to organizations, pertaining to drug testing and prevention education, channels of communication, routing of correspondence, filing systems, chain of custody, and storage of files and records. + Demonstrated experience engaging with National Guard components. + Demonstrated experience administering a drug testing program. Special emphasis will be placed on knowledge of Drug Demand Reduction Program (DDRP) goals, principles, methods, and techniques for implementation and continued support of the DDRP. + Demonstrated experience managing a geographically disperse and part time workforce. + Possess attention to details skills in reviewing legal documents and processing DDRP actions. + Experience in training theories, methods, and techniques concerning group dynamics and of the techniques for facilitating groups, teaching classes, and making presentations. + Experience developing, maintaining, and executing against a budget. + Skill in using Air Force databases and office automation programs to produce data from various sources to define problem areas and focus corrective action. + Ability to communicate effectively with others, both orally and in writing. **Working Environment & Conditions** This job operates in a professional office environment and has a noise level of mostly low to moderate. This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets and fax machines. This position is primarily indoors, consistent with a standard office position and has a noise level of mostly low to moderate. The incumbent is required to stand, walk; sit; use hands to finger, handle, or feel objects, tools, or controls; reach with hands and arms; talk and hear. The workload may require the incumbent to sit for extended periods of time. The incumbent must be able to read, do simple math calculations and withstand moderate amounts of stress. The incumbent must occasionally lift and/or move up to 25 lbs.
