Job Title Regional Operations Chief - Region 5 Agency Texas A&M Forest Service Department South Area Proposed Minimum Salary $7,962.50 monthly Job Location Edinburg, Texas Job Type Staff Job Description The Regional Operations Chief (ROC) provides leadership, cooperation and supervision of all agency programs and services within Region 5. This includes coordination/supervision of all forestry/natural resource management and wildfire activities on behalf of the agency as well as oversight of the facilities and all staff. The ROC assists in the professional development of the regions' staff, promotes interaction with fire departments, communities, other agencies and cooperators on issues relating to wildfire and natural resources. The ROC also promotes local capacity building programs and other initiatives that increase response capabilities at the local, regional and statewide level. They will be a key player in effective natural resource management in the region and across the state as well as serve as a professional representative of the agency. Region 5 consists of offices in Alice, Beeville and Edinburg. Responsibilities:-Promote, coordinate and implement all agency programs within Region 5. Foster cooperative relationships with landowners, fire departments, communities, other agency partners and cooperators on wildfire and natural resource related issues to promote local capacity building and increase capabilities on a local and statewide level. -Coordinate response to wildland fire incidents, all-hazard incidents and other agency events within Region 5. Serve on agency Incident Management teams as an emergency responder for wildland fire and all-hazard events. Emergency response may require: extended travel days 14+ away from home unit, working long hours with minimal rest and in primitive conditions; exposure to harsh environmental conditions such as smoke, wind, sunlight, rain and temperature extremes; walking long distances, standing for extended periods, twisting, bending, reaching and kneeling; lifting and carrying heavy objects; driving motor vehicles for long distances; operating heavy equipment with related exposure to equipment vibration and noise; operating computers with monitors for extended periods of time. Emergency response may result in exposure to emotionally stressful situations for extended periods of time. Persons serving in fire operations must meet the agency minimum physical fitness standard annually by successfully passing the Moderate Work Capacity Test (WCT). -Supervision and management of assigned personnel and equipment. This includes, but not limited to: mentoring of new staff members, oversight of employee activities, personnel evaluations, performance reviews, training, enforcement of agency rules, policies and procedures, administration of budget and reporting. -Other duties as assigned. Education and Experience: Required Education: Bachelor's degree in Forestry, Range Science, Natural Resource Management, Fire Management, Fire Administration, Emergency Management or closely related field. Preferred Education: M.S. Degree in Forestry, Range Science, Natural Resource Management, Fire Management, Fire Administration, Emergency Management or closely related field. Required Experience: A minimum of seven (7) years of tenure with the Texas A&M Forest Service (TAMFS) or comparable natural resource management agency or fire leadership role in a public agency. Thorough and demonstrable knowledge of wildland firefighting and TAMFS as well as experience in natural resource management. Preferred Experience: Eight (8) plus years of experience with a state or federal land management agency in a leadership role as well as experience and understanding of the National Interagency Incident Management System (NIMS), Interagency Resource Ordering Capability (IROC), Texas Division of Emergency Management (TDEM), Texas Emergency Management Council and familiarity with the Texas Forestry Association (TFA). Knowledge, Skills & Abilities: Required Knowledge: Computers and technology used in Texas A&M Forest Service. Required Skills: Excellent interpersonal skills working with and supervising a wide variety of people. Must have excellent oral and written communication skills. Required Abilities: Develop and maintain relationships with various cooperators, stakeholders and the general public. Work within the NIMS/ICS environment at wildfires and at all-hazard incidents. Travel and attend required training programs, meetings and other in-and-out of region functions. Multi-task or work cooperatively with others. Licenses, Certificates or Registrations: Required: Have or obtain a valid Texas Drivers License. Preferred: Have a Class A Commercial Driver's License (CDL). Hold current National Wildfire Coordinating Group (NWCG) credentials as TFLD, DIVS, ICT3/4 or other Command & General Staff position. Hold advanced leadership certifications through TCFP/or SFFMA Other Requirements: Emergency fire and all-hazard response is an essential duty as well as delivering a suite of natural resource management and fire department assistance programs from across the Agency's programs, departments and divisions.
