The Regional Procurement Director is responsible for directing and managing the sourcing, negotiating, contracting, supply chain management and purchasing for all needs of the assigned properties in their region. 

 

This Western region covers 4 properties including The M Resort Spa and Casino in Las Vegas, NV; Cactus Pete’s Casino Resort, Jackpot, NV; Ameristar Casino Resort Spa, Black Hawk, CO; Zia Park Casino Hotel & Racetrack, Hobbs, NM.  

 

This role has extensive interaction with other Sourcing Leads and/or Business Partners to ensure that total costs are identified, and optimal savings are realized in the execution of contracts. The individual will ensure that PENN receives best value for its purchases and contracts, that the regional properties are aligned in their purchases to maximize market leverage and facilitate order placement; that there are consistent and adequate availability of goods and services at each of the regional properties; that the standard processes to comply with regulatory and internal requirements.

Responsible for directing the overall operations and staff of the Purchasing & Warehouse department at the relevant properties.  Develops, implements and manages operational goals and monitors achievements of performance and profit objectives.Champions the utilization of the PENN strategic sourcing process to develop and implement sourcing strategies for the portfolio of managed categories, insuring review and approval by key stakeholders and Procurement Leadership.Responsible for preparing, monitoring and adhering to budgets and ensuring compliance to departmental budget initiatives. Reports budget concerns / deviations to VP.Ensures proper maintenance of procurement records such as items or services purchased, costs, delivery, product quality or performance, and inventories.  Discusses defective or unacceptable goods or services with inspection or quality control.  Makes changes as necessary. Expedites delivery of goods to users.Directs vendors and sourcing projects, as well as contract negotiations, to deliver best value (price / service) and minimize risk to each property in the region.Responsible for the integration of strategic sourcing and deployment of activity within the portfolio of managed categories through effective change management and communication utilizing Global Category Management principles and techniques.    Ensures that the regional properties are adequately represented in all regional and national sourcing decisions, measures performance, and ensures compliance with agreed upon national contract provisionsWorks closely with alignment with Property/Functional Leaders and shares relevant information to assist in coordination of global category management and strategic sourcing activities regionally as needed. Drives continuous improvement efforts (included but not limited to processes and use of systems and tools).Ensures the financial delivery of the agreed upon savings goals and supplier diversity spend established for each property.Promotes the establishment of cooperative relationships with key suppliers and ensures that all suppliers are treated in a professional, ethical and fair manner.  Monitors & measures supplier performance using predetermined standards. Responsible for ensuring compliance with all regulatory compliance within area of responsibility and reporting potential issues to VP of Procurement. Bachelor’s degree (B.S./B.A.) in Business, Finance, or related field from four-year college or university; five years progressive procurement experience; or equivalent combination of education and experience preferred. Minimum of three years of category leadership and strategic sourcing management in non-gaming operations and Indirect Spend required. MBA or an advanced degree is preferred. Must be able to obtain and maintain valid gaming licensesThorough knowledge of hotel/casino industry supply chain functions.Thorough knowledge of automated purchasing and inventory systems.Ability to successfully balance execute against multiple projects and priorities with often competing priorities. Must have technical proficiency and knowledge in Microsoft applications (Word, Excel, Power Point, and Outlook). Must be able to travel based upon business needs.Effective and demonstrated skills in communication, negotiation, managing by influence, and coachingStrong analytics, such as price/cost analysis, demand planning, establishing PAR levels, Ability to motivate, direct, and communicate effectively with coworkers and employees. Must have extensive knowledge of procurement processes, contract management, Spend Analytics & Opportunity Analysis, e-Sourcing, e-Catalogs, financial analysis, market analysis, supplier analysis, supplier diversity, sustainability, supplier management, business continuity planning, technology utilization, strategic planning and/or integrated supply chain experience. Must have the ability to drive results and be proactive when working on tasks. Must have the ability to interact with guests, staff and colleagues and resolve problems and conflicts in a diplomatic and tactful manner.Must be able to influence at all levels of the organization.

SUPERVISORY RESPONSIBILITIES

This job has supervisory responsibilities.

Responsible for staff development and training programs.Responsible for rewards and recognition program to maximize employee engagement.Evaluates team members within department and delivers constructive feedback to employees in regard to performance.Determines recommendation for staffing (including interviewing and hiring) and scheduling (planning, assigning and directing work) to meet business needs. Determines work procedures and expedites workflow.Responsible for employee performance (disciplining, coaching, counseling).

LANGUAGE SKILLS

Ability to read and interpret documents in English, such as safety rules, operating and maintenance instructions and procedure manuals. Ability to read and communicate verbally in English. Written communication skills in in English may also be required.

 

REASONING ABILITY

Ability to apply commonsense understanding to carry out instructions furnished in written, oral, or diagram form. Ability to deal with problems involving several concrete variables in standardized situations.
