The DNR is seeking to hire one (1) full-time Regional Services Director at out central office, located in Bemidji, Grand Rapids, New Ulm, or Saint Paul, MN in the Operations Services Division. Specific location will be determined at time of selection.
This position exists to provide management oversite for the acquisition of service and construction contracts as well as service delivery of fiscal operations, and regional disaster recovery activities so that the goals of the department are met and are consistent with the strategies set by the Commissioner’s Office, Governor’s Office, and state law. The Regional Services Director provides counsel and direction to the CFO, Finance Director, Division Director and the Division Management Team (DMT) and Regional Management Team (RMT) to assure ethical, efficient and responsive customer oriented acquisition of service and construction contracts and fiscal management services; identify and resolve problems and develop and improve state administrative systems, policies, procedures, controls, and business processes including: to supports senior management direction, actions support DNR operations, and so that work assignments are completed in an efficient and expedient manner. This position serves on agency and statewide financial and procurement advisory teams and workgroups.
Responsibilities include but are not limited to:
+ Manage service and construction procurement oversight functions for the agency. Provide consultation to program leadership, policy and procedure setting, reporting and transactions at a statewide level so that federal and state laws are adhered to, statewide and department policies and procedures are followed, conflicts of interest do not arise, and that all service and construction contracts support senior management direction and the DNR mission.
+ Manage the Regional Services Supervisors and Principal Contract Officers to ensure support of OMBS executive and OSD division director direction and provide managerial guidance and support in employee relations and work performance activities.
+ Provide business, financial, strategic direction and management to OSD Regional Services, Regional Management Teams (RMT) and Division Management Teams (DMT). Ensure general accounting, budgeting and procurement functions are being provided as needed and are in in compliance with generally accepted accounting principles (GAAP), State and Federal laws, and State accounting and procurement policies.
+ Manage the fiscal oversight and planning of the Federal Emergency Management Agency (FEMA) process for public assistance requests and reimbursements for all non-fire natural disasters in the regions.
This position may be eligible to telework, which is subject to change. If approved, the employee would be required to complete a telework agreement. This position will require reporting to the primary work location for meetings, training, onboarding, or as needed by supervisor.
**Minimum Qualifications**
+ Four (4) years of managerial or supervisory experience overseeing accounting, procurement, contracting, and fiscal operations, with demonstrated knowledge of administration principles sufficient to develop, direct and maintain department accounting, construction, and service procurement operations.
+ Demonstrated experience in interpreting statute or policy language to implement a program or recommend programimprovements.
+ Manager or Supervisory experience demonstrating the ability to direct work, manage conflict, hold employees accountable, support growth development, and train and motivate staff to perform jobs effectively.
+ Experience in utilizing the principles of supervision sufficient to effectively hire, lead, motivate, develop, foster teamwork, assign work, evaluate, discipline, reward, and manage direct reports.
+ Knowledge of generally accepted accounting principles and practices (GAAP) sufficient to ensure compliance with federal and state laws, and state accounting and procurement policies.
+ Communication skills sufficient to communicate policies, procedures, and standards effectively and to maintain effective working relationships with managers, public, and employees.
+ Human relations skills sufficient to build networks of colleagues throughout the public sector; to effectively communicate with clients and other governmental officials and understand, develop, motivate, collaborate with, and lead others.
+ Ability to treat employees inclusively in the areas of accommodation, scheduling, expectations, individualized resource needs, training, and development.
+ Ability to research and interpret relevant laws sufficient to effectively inform and direct staff, agency leadership, and contractors.
**Preferred Qualifications**
+ A bachelor's degree in Accounting, Finance, Public Administration or a closely related field.
+ Knowledge of government procurement practices and accounting practices.
+ Knowledge of statutes, regulations, internal controls, and agency operations.
+ Knowledge of legal principles and practices applicable to contract law and state law.
+ Knowledge of state and federal laws, rules, regulations, and procedures regarding contract administration.
