Examples of Work Job Description: This is a professional Registered Nurse Supervisor A nursing position assigned to the Acadiana Region 4 of the Office of Public Health Tuberculosis (TB) Program which consists of seven (7) parishes; Acadia, Evangeline, Iberia, Lafayette, St. Landry, St. Martin and Vermilion Parishes. This position serves as charge Tuberculosis Program nurse, providing first-line supervision to two (2) Disease Intervention Specialist (1 – 3 levels) and a Social Worker 6A and will assume responsibility for staffing and care of patients within the unit; additionally charged with directing, administering, supervising, and evaluating all programmatic and administrative aspects of the Region 4 TB Control Program. The core functions of this position are to manage both field and clinic operations and evaluate outcomes for the Region 4 TB Control Program. This position will evaluate patient outcomes to assure improvement of patient care and program objectives while directing personnel to continually increase programmatic performance. Additional functions of this position include assisting with generalized nursing duties according to the Office of Public Health policy and procedure and responding to emergencies and public health threats on a 24-hour basis (i.e., hurricanes, flooding, West Nile Virus, Pandemic flu, and other public health threats as they emerge). This Registered Nurse Supervisor A practices within the scope of practice designated by the Louisiana Nurse Practice Act (LRS 237:91) and adheres to the policies, procedures, and standards of the Louisiana Department of Health and Office of Public Health. 40%Serves as charge nurse and assumes responsibility for staffing and care of patients within the TB Control Program for Region 4. Supervises and oversees the delegation and management of personnel and contractors to ensure appropriate case management which includes monitoring TB patients in the home and/or clinic setting, the administration of directly observed therapy to TB patients and contacts, monthly symptom review, the administration of T-spot testing, and appropriate instruction on self-collection and handling of sputum samples, interprets lab test results and collaborates with the Regional Medical Director for all suspected and confirmed cases of TB, their contacts and TB infected individuals. This includes T-spots, immunizations, and testing required for immigration purposes per policy. Participates in the Continuous Quality Improvement/Management process by reviewing records. Follows CLIA guidelines in the performance of job duties. Orders and documents lab results and billing and coding options in the Electronic Medical Record per TB program guidelines and follows up with abnormal lab results. Utilizes computer systems in the delivery and documentation of services – LINKS, Electronic Medical Record, Moodle, Quest, RedCap, StarLIMS. Provides TB chart reviews and follow-up of referrals. Maintains and updates the TB manual of changes in procedure and policy from the state office. Redirects or retrains personnel and professionals to ensure compliance with TB Program objectives and guidelines. Receives physicians’ instructions regarding patient care and ensures that orders are transmitted to other units as needed. Provides first-line supervision to two (2) Disease Intervention Specialist 1 – 3 levels for all duties assigned. Assures that all personnel reports and documents are submitted accurately and in a timely manner. Manages the preparation of personnel as needed, acts as a mentor to new staff, and provides in-service to health unit staff in public health program requirements, policies, and procedures. Supervises activities of clinics to ensure that patients receive needed services, program requirements are maintained, and appropriate follow-up appointments or treatment are provided. Conducts ongoing medical patient chart audits for all Tuberculosis medical records before and after the clinic for implementation and evaluation in the practice of professional nursing. In the absence of the clinic physician, analyzes patients’ medical problems in person or by phone to determine appropriate care and for necessary referrals. Conducts staff meetings to improve overall operations and efficiency. Ensures that all Inter-jurisdictional Notifications (IJNs) and Electronic Disease Notifications (EDNs) receive proper follow-up, which includes client contact, medical evaluations, and communication with other states and jurisdictions when needed. 30% Conducts interviews with individuals to determine infection epidemiology. Serves as liaison for the TB Program with the regional TB units and private physicians to facilitate counseling and testing services and TB case reporting. Analyzes the effectiveness and efficiency of program objectives based on epidemiological studies and TB statistics. Plans, coordinates, implements, evaluates, and communicates public health information, roles, capacities, and legal authority to all parish health unit staff and partners involved with emergency response on a parish level. Acts as the liaison between the Regional TB Control Program and Community Partners. This includes advising high-risk agencies and organizations such as medical facilities, private providers, nursing homes, universities, correctional facilities, and homeless shelters, of proper procedures for TB prevention methods and the management of cases and contacts. Provides education and advisement to civic organizations, private and public organizations, and the general public. Manages and participates in priority outreach activities to high-risk population groups, identified by the TB Control Program Central Office. Responsible for the charge of ensuring all core components and data fields are complete with the patient management system (webLATB) and the case reporting system (NVS/IDRIS). All TB cases will be reported to the TB Control Program Central Office, using the NBS/IDRIS system, according to program reporting requirements. Reports all EDN and initial IJN activity to the Regional Medical Director and the TB Control Program Central Office in a timely manner, as outlined by programmatic guidance. Check that ultraviolet lights are working, dusted, and maintained monthly/yearly as per policy. Maintains adequate supplies for TB testing of referrals and contact investigations within the health units. Provides professional education in nursing, medical, and other health disciplines in the Office of Public Health 20% Evaluate regional data to ensure that all aspects of the Regional TB Program are operating effectively and efficiently. Will evaluate suspected and confirmed cases of TB, their contacts, and TB-infected individuals to ensure adequate case management and completion of treatment. Maintains CLIA/OSHA guidelines in the performance of nursing duties. Maintains lab log books and controls. Follows HIPAA guidelines in the dissemination of medical records. Approve leave and overtime requests, review and approve time in the CATS system, writing Performance and Evaluation System (PES) plans per staff supervision. Evaluates staff for PES at mid-year and final, based on documentation on performance and behavior noted throughout the rating period. Uses positive reinforcement to improve staff skills and knowledge of laws, policies, programmatic guidelines, and recommendations. Provides professional nursing care, leadership, and/or surveillance in response to emergency situations in the community and statewide in the staffing of Medical Needs Shelters (MNS) and other public health responses to emergencies.
