Regulatory Affairs Director

What’s the role?

Primary responsibilities are to support Shell Energy's wholesale/retail trading/origination businesses and Shell Renewable and Energy Solutions related businesses through external advocacy for competitive markets, communicating regulatory changes and impacts of regulatory changes to commercial teams, conducting due diligence on deals to facilitate commercial transactions within existing regulations and managing compliance obligations.

Specific duties will include:

Support Shell Energy’s West Region regulatory initiatives, providing information and advice that are aligned with commercial priorities among trading, origination, and environmental products.  Support other regions where necessary and contribute to corporate market design discussion and development.Monitor and analyze wholesale electricity market design changes, including reviewing rules, and providing input on suggested improvements. Monitor and participate in West RTO/ISO stakeholder processes and provide Shell Energy North America and Shell Renewable and Energy Solutions (R&ES) businesses with information about rule changes and other developments that impact company positions or operations.  Coordinate with commercial and regulatory personnel to promote rule changes that support the interests of Shell Energy and Shell R&ES.Participate in trade associations to assist in deriving benefits from memberships, such as leveraging access to information and supporting advocacy efforts.Coordinate development of and work with others to provide regulatory training.Review and coordinate with state agencies for operational and compliance issues. Support West market-based Rate Authority FERC compliance by disseminating to outside counsel, required contracts for inclusion into the FERC Order 860 database.Support, coordinate and lead response to any FERC or CAISO inquiries.Review rules affecting implementation of projects being evaluatedWork with state agencies to register new projects to enable participation in wholesale market. Work with SENA RT desk customer onboarding team to ensure metering processes, onboarding, and other compliance activities are completed.  Ensure management attestation is completed annually.  Manage SENA’s Board involvement with WPTF and NIPPC trade groups.  Build relationships internally as well externally—especially regulators, CAISO staff and competitors.

What we need from you

Must have legal authorization to work in the US on a full-time basis for anyone other than current employerBachelor’s degree required or higher, Electrical Engineering or Economics preferred5 or more years of relevant experienceMust effectively operate within a challenging and dynamic work environment including managing a wide spectrum of energy issues and supporting group efforts on othersMust have fundamental understanding of regulatory processes and strong writing skills.Experience in modeling related to RTO/ISO market design and rule changes is highly desirableStrong personal relationship and communications skills are necessary and must be able to effectively coordinate with colleaguesAbility to understand impacts of government policies on business and compliance activity and communicate the same to commercial groups and make recommendations on how to respond.Technical and/or commercial understanding of retail and wholesale power markets (gas and carbon product market is a plus); appreciation of license to operate concerns and compliance.Preferred location for this role is San Diego.

The base salary range for this position is $146,000 - $218,000 per year.  Individual pay will be based on various factors, such as relevant work experience, education, certifications, skill level, seniority, and internal equity.     

For regular full-time or regular part-time employees of the Company (participating companies as listed in the Summary Plan Description), insurance coverage options include medical, dental, vision coverage, life Insurance, Business Travel Accident Insurance, and Occupational Accidental Death Benefit programs. Employees also participate in a company pension plan and a 401(k) plan. Paid leave includes up to 6 weeks of paid vacation time, up to 11 paid holidays, and parental leave offering 16 weeks of paid leave to birthing mothers, and 8 weeks of paid leave for non-birthing parents.

Additionally, employees are eligible for disability leave for up to 52 weeks at 100% or 50% of base pay. Shell also offers other compensation such financial reimbursement for adoption, wellness, education, and personal learning expenses, and some roles are eligible for discretionary long-term incentives. For interns, eligible benefits include medical, dental, and vision coverage, life insurance, Business Travel Accident Insurance, and Occupational Accidental Death Benefit programs; participation in a 401(k) plan; and paid leave for up to 11 paid holidays.
