Position summary:
Directly supports leadership in all regulatory matters for assigned state(s) or jurisdiction(s) to achieve the company's business plans and comply with regulatory requirements. Plan, prepare, research, analyze and implement regulatory strategies and plans in collaboration with cross functional teams. Prepare information for internal decision making and regulatory filings with the respective commission or regulatory agency. Support accurate, timely and innovative regulatory initiatives, including but not limited to rate review filings, compliance filings, tariff proposals, financial plan support, and data analysis and studies.
Pay Range:This posting includes the full pay range for this position. Pay is based on a number of factors and may vary depending on job-related knowledge, skills, experience, and internal equity.
Level I:$65,300 - $98,050 / Grade 12
Level II:$77,450 - $116,200 / Grade 14
Senior:$90,900 - $136,500 / Grade 16

Essential Functions:
• Monitor, review, research and analyze federal and state regulatory requirements and industry issues and present to appropriate stakeholders.
• Assist in the development of and support regulatory initiatives, including initiatives to increase revenue opportunities or reduce regulatory lag, that support business strategies.
• Research and communicate the proper interpretation of rates, rules, and terms and conditions of service to company personnel through written and verbal communications.
• Assist in the preparation and review of in the implementation of tariff changes and/or new tariffs.
• Assist in the preparation and review of testimony and intervenor data request responses for regulatory filings.
• Assist in the preparation, filing and support of cost recovery riders and adjustments clauses and regulatory compliance filings.
• Analyze, understand and interpret company financial and statistical data used in all studies. Present analytical conclusions (orally and in writing) to management, and other partners in an organized, concise and timely fashion.
• Assist in engagement with (commissions or regulatory agencies by providing timely, accurate reports and regulatory filings, meetings, and other interactions that advocate on behalf of the company.
• Maintain professional working relationships with all employees, regulators, commission staff, business associates, consultants, customers, and other stakeholders.
• Other duties as assigned.
What Is Required:
Level I:
• Bachelor's Degree in Engineering, Business, Accounting, Finance, Economics or related field of study required, or equivalent combination of education is required.
Level II:
• Bachelor's Degree in a relevant field, such as Business, Accounting or Finance, Engineering or related field of study required, or equivalent combination of education and experience is required.
• Minimum of three (3) years of accounting, finance, regulatory or related field experience is required.
Senior:
• Bachelor's Degree in a relevant field, such as Engineering, Business, Accounting, Finance, Economics or equivalent combination of education and experience is required.
• Minimum of five (5) years of related experience in utility operations, finance and accountant, economics or regulatory commission support.
What Is Desired:
• Proficient understanding of the utility regulatory process and various ratemaking policies and concepts, including revenue requirements, cost allocation, cost of service, rate of return, and regulatory accounting and financial analysis.
• Strong quantitative and analytical skills, and the ability to perform detailed and complex analysis.
• Strong interpersonal skills.
• Excellent oral and written communication skills.
• Strong organizational skills with the ability to manage multiple tasks, project schedules and priorities effectively within a fast-paced environment.
• Excellent user capabilities with MS Office software (proficiency in Word, Excel, Outlook and PowerPoint.) Experience working with database, financial and collaborative software tools (FileNet, Sharepoint, Peoplesoft, Utilities International, etc.)
• Ability to accurately perform required tasks and meet deadlines while paying close attention to detail and understanding and considering the big picture.
• Ability to demonstrate initiative and to work independently as well as with a team.
• An eagerness to learn and quickly assimilate information and concepts.
• Ability to maintain strict confidentiality of business information.
