Northrop Grumman is seeking a Regulatory Compliance Manager 1 to be a key member of the corporate compliance leadership team regarding the Federal Trade Commission Decision and Order (FTC Order or D&O) in Northrop Grumman Corporate.  This position may be located in Redondo Beach, California and other Northrop Grumman facilities.

As a valued member of the Compliance leadership team, the Regulatory Compliance Manager is involved in the management of regulatory compliance to certain specific government requirements and will be welcomed into a team environment where input is invited, growth is encouraged, and mutual support is the standard.

The successful candidate will be a direct report to the Director of Regulatory Compliance.  The candidate selected must be a trusted professional partner to manage multiple priorities and projects for their team, a self-starter, able to independently execute tasks, and will be expected to communicate and understand various systems’ functionalities that effect government requirements. The use of good judgment, discretion, and uncompromising standards of high quality, integrity, and performance are essential.

The primary responsibilities of the position include but are not limited to:

Trusted Partner to Compliance, Corporate and Sector Law Team.Liaison with Corporate and Sectors to ensure widespread Company best business practice utilization and consistency across the Company for certain specific government required covered programs.  Identify focus areas for improvement/streamlining and elimination of non-value-added activities at all levels in the organization while maintaining a strong focus on compliance.Ensure compliance on the FTC Order requirements across Northrop Grumman enterprise.Provide oversight and guidance to the firewall plan administrators, site management, compliance, and accounting personnel for covered programs of certain specific government requirements.Conduct quarterly compliance surveillance of firewall teams and firewall plans and prepare reports for submittal to the government compliance personnel.  Support monthly, quarterly, and yearly compliance reports and meetings to ensure packages are prepared timely and accurately, internal review deadlines are met and external reports are submitted by due dates.Analyze manuals, policies, procedures, and training packages are developed and maintained to establish and monitor accountability and responsibility of the requirements the FTC Order.  Ensure all deliverables are submitted on time and to the required quality and compliance standard. This includes detailed project planning and control, and escalating issues where necessary.Oversee the complete and accurate records in the firewall database for Covered Programs.Consolidate and analyze weekly and monthly FTC Order labor reports across Northrop Grumman Enterprise.  Reconcile any time corrections and updates to charge codes if necessary to ensure timely submittal.  Review subcontractor purchase orders, invoices, and payment.Compile and analyze data utilizing Excel and other tools.Effectively manage, communicate, and collaborate with organizations in multiple locations across various time zones.Serve as a proactive team player and leverages excellent problem solving, communication, and organizational skills.Cultivate internal and external customer relationships.

Basic Qualifications for Regulatory Compliance Manager 1:

Bachelor’s degree and 5 years, OR a Master’s degree and 3 years experience supporting U.S. Government contracts and customers.3 years of experience leading the performance of tasks such budgeting, forecasting, or reporting costs in business management, such as accounting, project control, auditing, pricing, and contracts.Experience in presenting financial analysis to team and/or management using financial skills and toolsets.Competent in standard Microsoft Office Suite (i.e. PowerPoint, Excel, Word, Outlook)The willingness and ability to travel domestically 15% of the timeUS Citizenship required.Ability to obtain and maintain U.S. Department of Defense (DoD) Secret Clearance

Preferred Qualifications:

Experience working with Deltek Costpoint Time and Expense, CATS, SAP, and IBM Cognos tools.Strong problem-solving skills and the ability to be flexible and change directions when needed.Effectively manage competing priorities and deadlines.Proficient in composing clear, articulate, and professional correspondence that effectively conveys key messages.Ability to obtain and maintain a U.S. Department of Defense (DoD) Top Secret security clearance.

Salary Range: $107,500.00 - $160,900.00

The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.

Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
