Regulatory Counsel
**Summary** Counsel is responsible for providing legal and regulatory advice related to state insurance laws and regulations applicable to the Cigna Group’s commercial health care lines of business. This role will play a critical role in supporting product and license expansions working on a team of legal, regulatory, and compliance professionals responsible for the intake and assessment of new and existing laws and regulations as well as the documentation and monitoring of implementation related to the laws for specific regions. Additionally, this role may support market conduct examinations and other regulatory inquiries or exams. The successful candidate must have a strong command of general legal principles and expertise in area of health insurance licensure regulations. The successful candidate must be able to identify and research filing requirements for product and license expansion, negotiate the scope of regulatory inquiries, and identify legal risks associated with solutions. Strong research skills including identification of relevant laws and regulations, adaptability, and knowledge of the regulatory environment affecting health insurance business is required. Excellent interpersonal, verbal and written communication skills are required as the successful candidate will represent company directly with regulators, business partners, and senior level division management. **Responsibilities** + Provide counsel to the Cigna Group’s commercial health care business and operations teams on applicable state insurance laws including acting as a dedicated regulatory counsel for specific region(s). + Support colleagues in Legal, Compliance, and business units regarding state insurance and healthcare law impacts to new product offerings and license expansions and regional support. + Conduct research projects requested by legal, compliance or business partners; answer questions from business areas as they relate to research findings and provide advice on interpretation of the research findings, specifically impacts on or barriers to proposed new business strategies. + Monitor applicable legislative and regulatory developments, assess impacts to business, and support implementation of new requirements and guidance. + Provide support to colleagues in Legal, Compliance and business units for responses to regulatory inquiries or complaints, and support business operations by providing reliable and timely guidance on daily regulatory issues. + Assist with the negotiation of the scope and resolution of new regulatory inquiries, exams or findings. + Draft documentation to explain regulatory topics trending across states. + Work on projects independently or with other team members. **Professional Qualifications** + Juris doctorate degree + Bar membership + **5+ years of legal experience in health insurance regulatory work.** + Knowledge of health insurance laws and regulations and experience with a state Department of Insurance preferred. + Strong team player focused on client objectives. + Ability to learn quickly on the job in a fast-paced environment. + Excellent written and verbal communication skills, including legal drafting and ability to apply law to business needs. + Ability to handle complex legal matters. + Demonstrated attention to detail, ability to analyze regulatory and business information, determine cost/benefit, and provide compliant solutions and recommendations. + Ability to work on legal issues without clear legal precedent and advise accordingly. + Demonstrated ability to effectively manage a high volume of matters independently. + Ability to demonstrate cultural sensitivity. + Ideal candidate will be a self-starter with a willingness to learn new things. + Highly collaborative individual with ability to influence others and build strong professional relationships. + Personal presence, credibility, and the professional demeanor necessary to interact within legal, regulatory agencies, and business units, with persuasiveness and confidence. + Resourceful, with a disposition for action and a strong sense of ownership. + Ability to successfully perform in a deadline driven environment with competing priorities. + _Hybrid role- in office 3 days a week. For this position, we anticipate offering an annual salary of 132,700 - 221,100 USD / yearly, depending on relevant factors, including experience and geographic location.
