Job Summary & Purpose
Supports the Utility Rates & Pricing organization by ensuring that the growing data needs required for Operating Company rate filings and for internal reporting are provided timely through coordination with the appropriate IT, billing, and/or other data owners with the Company. Responsible for timely and accurate organization and coordination of the data required for the customer load research, external allocation factors development, regulated rate filings and the development of new pricing structures.
Job Duties/Responsibilities
This role will work closely with stakeholders and will be the primary liaison between Regulatory Services, the IT organization (including appropriate parties in BD&I), sales forecasting, UII system administrators for the customer data required to support the Operating Company regulated rate filings, new pricing structures and sales forecasting. Responsible for developing and deploying new analytical solutions and tools; enhancing and optimizing current analytical techniques; and supporting the growing analytical needs of the Company as data collection efforts expand and new products and service needs are identified. Leverage AMI and customer data to enhance the Company’s ability to better address emerging analytical customer-focused needs. This position will work closely with IT, data engineers, and data architects to provide business requirements that are well-defined and understood to ensure that new data analytics solutions align with enterprise data management strategy and are prioritized to meet regulatory filings and business strategy requirements. Provide project and regulatory filing coordination for the planning, scheduling, and development of load research sample sizes and in-depth design, analysis, and utilization of load research data within the utility. Provide overall project planning, resource allocation, training, guidance and oversight to support staff. Provide timely reporting of project status, issues identification, development of potential solutions recommendations to Utility Rates & Pricing leadership. Escalate issues when necessary to ensure the achievement of major milestones: issues with source data, platform performance, data ownership, implications of AI and machine learning models in a regulatory context. Represent and advocate for the Utility Rates & Pricing organization on cross-functional teams when major changes to data infrastructure or design are being contemplated or implemented. Analysis performed by the position will be shared within Entergy to support the various regulatory initiatives and ultimately impacts Entergy’s regulatory rate requests, planning for generation assets and load resource management, customer view, and product and services offered to the customer. Must possess data engineering skills, strong analytical proficiency and the ability to prepare accurate data for use in cost-of-service studies for rate case development, rate design, demand and energy forecasting, demand side management, energy efficiency, commercial development and innovation, accounting and sales, and other job functions. Analysis performed by the position will be shared within Entergy to support the various initiatives underway that have an analytical need which will ultimately impact Entergy’s regulatory processes, customer care systems, and products and services offered to the customer.Provide expert written and oral testimony and respond to discovery before the APSC, MPSC, PUCT, LPSC, FERC and the New Orleans City Council on load research, AMI data, or other data issues
Experience working with large enterprise databases with demonstrated ability to independently query and prepare data for analysis. Experience in translating and documenting business needs to technical requirements. Self-starter with ability to working independently with minimal guidance. Design, modify and build new data processes. Must possess a broad knowledge of and recent experience in: utility operations and analytical methods and techniques employed in load research, external allocations and pricing and rate design processes; statistical methods used in sample design, sample selection and data expansion as well as in techniques of data collection, processing, and analysis; electric usage characteristics and parameters such as units of measure and the impacts of those on the utility’s operation; and business requirements of internal departments concerned with customer data, such as Utility Pricing & Analysis, Regulatory Research, Regulatory Affairs, System Planning, and the requirements of external regulatory agencies. proficiency in or the demonstrated ability to learn quickly the technologies available to the Company’s citizen developers: LodeStar (Oracle), SAS, SAP (CCS and BW), Power BI, advanced Microsoft Excel, advanced Microsoft Access, VBA, python (Anaconda and Jupyter notebooks), Impala, Hive, HUE, Spark, Cloudera, Linux and Windows server environments, Amazon Web Services (AWS), Snowflake, SQL Server Management Studio, T-SQL, UIPlanner (P2R), Salesforce. Excellent interpersonal and communications skills, especially with communicating technical issues to non-technical audiences.
MINIMUM REQUIREMENTS
Minimum education required for the position:
Bachelor’s degree in Statistics, Physics, Engineering, Economics, Math, IT or related field Preferred: MBA or advanced degreeMinimum experience required of the position:
Minimum 5+ years of experience in electric and gas utility data analysis and/or regulatory filings coordination or 10+ years of professional relevant experience. Preferred: Desired candidate will have 7+ years of experience in a relevant role within the electric utility industry Desired: Minimum 3+ years with UII regulatory models, python programming, customer data analytics, electricity pricing experience, customer load research, customer load profile development, electric utility billing, rate administration, and/or highly related experience. Minimum 3 years project management experience.

Strong analytical, problem solving and critical thinking skills. Attention to details. Self-starter and requires minimal supervision. Advanced PC skills utilizing Python programming, experience in data analytics, database development, Microsoft Office and other business applications. Strong ability to develop detailed spreadsheets required. Ability to perform analysis and convert that analysis into a meaningful summary for which to make business decisions and recommendations. Excellent organizational skills and project management skills. Ability to prioritize work and work effectively on multiple assignments simultaneously. Flexible and able to adjust to changing priorities. Effective oral and written communication skills. Excellent interpersonal skills and ability to work effectively in a diverse team setting. Willing and able to perform other duties as required and learn new processes and technologies.
