We are seeking a talented, senior individual to join our Risk & Compliance Team at Mercer. This is a hybrid role, working at least two to three days a week in our offices, based in either Sydney or Melbourne.
Regulatory Governance Office Leader
This role will establish and lead the ‘Regulatory Governance Office’, which is responsible for ensuring that MMC Pacific meets the intent of all applicable regulatory requirements under the Financial Accountability Regime (FAR), CPS 511, RG 105 and Fit and Proper obligations.
Acting as the lead subject matter expert (SME) for FAR, you will implement and integrate requirements within MMC Pacific’s broader compliance frameworks, ensuring all accountable persons (AP) and responsible managers (RM) understand and fulfil their obligations, with robust systems to monitor and report on FAR compliance.
Establishing and leading a high-performing regulatory compliance team, you will ensure effective governance structures are in place to oversee the implementation, monitoring, and continuous improvement of the applicable regulatory compliance processes.
You will lead and develop a diverse and engaged team, fostering a culture of accountability and alignment that encourages professional growth, collaboration, and open communication, while effectively managing performance and aligning individual goals with organisational objectives.

Establishment of the Regulatory Governance Office: Lead and drive the establishment of the compliance office that will be responsible for the development of clear roles, responsibilities, and governance structures, and set up the necessary processes and systems to effectively manage and oversee compliance with AFSL, CPS 511, FAR, and Fit and Proper requirements across MMC Pacific.FAR Expertise and Implementation: Serve as the SME and leader for FAR compliance across Marsh McLennan Pacific, including:Regulatory expertise and advice: Provide expert guidance on FAR regulations to drive MMC’s compliance, ensure alignment with organisational objectives and manage all resources effectively and transparently.Framework Design and Implementation: Lead the implementation of FAR, embedding changes into the MMC Pacific compliance framework to ensure all relevant regulatory requirements for accountability and governance are met. Monitoring and Reporting: Manage and facilitate ongoing monitoring and reporting of FAR compliance, ensuring accurate tracking, documentation, and timely reporting of FAR AP and RM responsibilities and performance to regulators and internal stakeholders.Assurance: Embed robust assurance processes for FAR compliance, leading the investigation, reporting, and resolution of any breaches or concerns related to AP or governance structures.Regulatory Training and Awareness: Engage with internal and external stakeholders to promote awareness and understanding of FAR requirements, and with the support of the Administrator, lead raining initiatives to ensure all AP are informed, compliant, and aligned with regulatory expectations.Organisational Competence (under RG 105): Oversee the implementation and maintenance of the compliance framework to meet AFSL obligations under ASIC's RG 105. This includes demonstrating the organisation's competence in governance, risk management, and regulatory compliance across all key regulatory requirements, including CPS 511, FAR, and Fit and Proper standards.Fit and Proper Persons: Drive the implementation of Fit and Proper persons assessments and lodgements for all APs and RMs under regulatory guides, working with an Administrator to ensure that all assessments are conducted rigorously, compliant with regulatory standards, and aligned with the organisation’s governance framework.CPS 511 governance and support: Provide guidance and leadership to the team to support CPS 511 compliance, ensuring that processes, systems, and controls are aligned with regulatory requirements and best practices.What you need to have:
Deep experience in regulatory compliance or governance, preferably within a large superannuation or other financial services organisationSolid understanding of Regulatory and Governance legal frameworks and application, including the compliance environment relating to FAR &/or BEAR and CPS 511.Experienced in interpreting regulation and in drafting formal corporate documentation, including proceduresDemonstrated ability to develop detailed knowledge of business processesGood organisational skills, with the ability to manage deliverables to tight deadlines and/or with rapidly changing priorities and demands.Senior specialist level interpersonal skills, written and verbal communication.Strong technical skills in regulatory/legal and compliance, including interpreting legal requirements of legislation.Experience using available technology to improve practices and own productivity.The ability to make sound recommendations based on analysis and findings in reporting.Why join our team:
