Duties Description The Rehabilitation Counselor 2 (RC2) will be responsible for overseeing the Day Training services at the Amenia Program Center. The RC 2 at Amenia Program Center is a necessity to ensure the continuation of pre-vocational services and employment opportunities for individuals within the Taconic DDSOO. It is essential for providing opportunities for employment to special populations and individuals with high-risk behaviors who cannot be served by voluntary agency programs. The primary responsibility of the RC 2 at the Amenia Program Center (APC) in Area 3 is to directly supervise the pre-vocational job opportunities for the enrolled individuals. This includes obtaining daily attendance of individual's participation, assigning/scheduling of daily jobs, direct participation in work crews, providing training and supervision for all individuals in the program.Duties include but are not limited to:• Explore new employment and volunteer opportunities for enrolled individuals. • Complete bid contracts for new jobs.• Ensure Dept of Labor regulations (completion of prevailing wage survey, wage determinations, time studies) are met and completed in a timely manner.• Oversee Medicaid Compliance to ensure billing requirements are met.• Attend meetings for assigned IRA individuals and liaison with care managers and ITT's of relevant individuals.• Complete Staff Action Plans (SAP)• Review Life Plans, and Safeguard Summary Plans (SSP).• Ensure daily Medicaid paperwork is complete and correct.• Oversee that pre-vocational daily, monthly note, and summaries are completed timely.• Review and sign off on all invoices / payroll for all Amenia Day Program contracts and individuals pay.• Completes annual performance evaluations for RA1’s and RA 2’s.• Complete annual FICA recertifications and eligibilities.• Oversee attendance and billing reports for individuals in the pre-vocational program. • Oversee maintenance and purchasing of equipment needed/used by pre-voc.• Complete time and attendance and approve time off for the pre-Voc RA1's and RA2's.• Oversees RA's trainings are current.• Complete investigations as assigned.https://www.linkedin.com/company/nys-office-for-people-with-developmental-disabilities/posts/?feedView=all #LI-DL2
Minimum Qualifications PROMOTION:One year of permanent service as a Rehabilitation Counselor 1 AND a qualifying bachelor's or higher degree*.*Qualifying degrees are: Applied Psychology, Art Therapy, Audiology, Clinical Mental Health, Clinical Mental Health Counseling, Clinical Psychology, Communication Disorders, Community and Human Services, Community Mental Health Counseling, Counseling, Counseling and Community Psychology, Counseling Education, Creative Art Therapy, Education, Experimental Psychology, Expressive Art Therapy, Forensic Mental Health, Forensic Psychology, Gerontology, Health Administration, Health and Human Services, Human Development, Human Services, Mental Health Counseling, Marriage and Family Therapy, Music Therapy, Occupational Therapy, Physical Therapy, Psychology, Psychoanalysis, Recreation Therapy, Rehabilitation Counseling, Social Welfare, Social Work, Special Education, Speech Communication, Speech/Language Pathology, or Vocational Rehabilitation Counseling.OPEN COMPETITIVE QUALIFICATIONS:A bachelor’s degree in a human service field and three years of professional experience providing vocational, psychosocial, or rehabilitative/habilitative services in an agency primarily serving individuals diagnosed with developmental disabilities, mental illness, or addictions.Substitution:A master's degree in a related field can substitute for one year of specialized experience.
Additional Comments This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). HELPS Program titles may be filled via a non-competitive appointment. This means that you do not need to take an exam to qualify, but you do need to meet the minimum qualifications of the title.At a future date (within one year of permanent appointment), employees hired under NY HELPS are expected to have their permanent non-competitive employment status converted to permanent competitive status. You will not have to take an exam to gain permanent competitive status.• Please note that starting salary for this title reflects the Mid-Hudson adjustment. Posted Hiring Salary includes the sum of the statutory hiring rate for Grade 19 ($68,523) and Mid-Hudson adjustment ($1,650). Downstate adjustment is added to the job rate ($87,032).• If you are currently a New York State employee serving in a permanent competitive qualifying title and eligible for a transfer via Section 70.1 of the Civil Service Law, you may be appointed to this title as a permanent competitive employee.• The assignment of PS&T employees will be made in accordance with any agreed upon Memorandum of Understanding between PEF and the local DDSO regarding the posting of job vacancies.• Preference will be given to OPWDD employees impacted by closures.
