Position Information: This position may be filled as either a Probational or a Job Appointment (open to all qualified applicants); a Promotion (open to all statewide classified and agency-wide permanent status employees); or by Detail to Special Duty. Job Concepts Function of Work: To stimulate a market for jobs for the most extremely severely disabled and blind rehabilitation clients to include coordinating and facilitating the job placement of individual severely disabled clients. Level of Work: Advanced. Supervision Received: Broad review from a Rehabilitation Regional Manager. Supervision Exercised: Staff supervision over administrative support staff. Location of Work: May be used by state agencies with rehabilitation counseling functions. Job Distinctions: Differs from Rehabilitation Specialist by responsibility for marketing and job placement of the most extremely severely disabled clients as opposed to rehabilitation counseling responsibilities. Differs from Rehabilitation District Supervisor by lack of line supervision over professional staff and lack of responsibility for managing an assigned district within a region. Examples of Work Conducts labor market surveys within assigned region. Meets with management of industrial and commercial enterprises to explain the social and economic advantages of hiring severely disabled employees. Performs job analysis studies and maintains files in order to match individual client abilities and limitations with specific job requirements. Develops with each client an individualized placement plan of services and directs implementation of plan through completion. Coordinates and conducts job seeking skills workshops/job clubs to increase the placement potential of severely disabled clients. Plans and coordinates special events such as job fairs, career days and other community awareness activities with other agencies, universities, schools and private sector enterprises. Engages in public speaking to business and industry groups, and community and civic organizations to explain incentive programs (such as Targeted Jobs Tax Credit, On-The-Job Training, Supported Employment, etc.) Acts as a liaison between business, industry and commerce officials, and the regional rehabilitation counselor and other professional staff regarding job opportunities, labor market information, and specific job modifications, accommodations, etc. to facilitate the job placement of individual clients. Prepares reports of activities and recommends additional or supplemental rehabilitation services needed to enhance an individual client's job placement readiness. Maintains statistical data and provides feedback regarding successful job placements.
