Job Description
The Mayor's Office of Contract Services (MOCS) is a New York City oversight and service agency that manages procurement citywide, from planning and release of agency solicitations to payment of vendors. Annually, agencies procure billions in products and services from a diverse pool of vendors that represent various industries. MOCS therefore aims to ensure that the procurement process remains fair, transparent, efficient, and cost-effective.
MOCS makes it easier to do business through use of end-to-end technology tools, increases transparency by publication of enriched data and hosting public hearings, and strengthens procurement operations by providing direct assistance and resources to all stakeholders. MOCS also partners with agencies and vendors to identify areas for policy reform, resulting in ongoing process improvement to reduce administrative burdens and increase the positive impact of services on communities. The MOCS Director serves as the City Chief Procurement Officer.
MOCS team members operate in a collaborative, service-oriented environment, where flexibility and ability to achieve results are valued. All managers lead teams and/or lines of service, assuming increasing levels of responsibility for the organization’s success. Managers align daily operations to the agency’s strategic priorities, engage stakeholders in planning, and drive performance using well-defined success metrics, along with effective people and project management strategies (including but not limited to the assignment of work, maintenance of performance standards, maintaining baseline staff knowledge and professional development). All managers are expected to deliver timely and quality work products and services, participate in ongoing improvement activities, proactively deepen their knowledge of procurement and government operations. Managers must serve as principal ambassadors for the organization and are expected to handle confidential matters, promote established priorities, deescalate conflict, and proactively escalate issues along with proposed solutions.
The Reporting Analyst will report to the Senior Associate Director of Reporting and Analytics in the Technology Office division, Office of the CTO. The successful candidate will focus on ensuring the effective design and implementation of data products and reporting solutions. This position requires a detailed-oriented, hands-on contributor who will work closely with MOCS business and BI teams on the analysis and design of these solutions.
ASSIGNMENT AND CURRENT RESPONSIBILITIES
- Manage reporting needs to include generating and validating routine, scheduled, unique and ad hoc reports and data extracts.
- Collect requirements, design, build and test reports and dashboards across applications and programs.
- Perform ad hoc analysis as required.
- Recommend process, procedural, reporting and system changes that will improve and enhance the HR function.
- Provide support to operations and oversight staff members on a variety of reporting issues.
- Develop and maintain databases, tables, and processes to automate reports and analysis.
- Manage implementation and expansion of Power BI portfolio, collaborating with data engineering to define data integration with the Power BI platform.
- Provide Power BI mentorship to other analysts.
- Tracking and reporting to management progress of report completion.
- Ensure all reports are filed timely and accurately and in agreement with external reporting information.
- Determine ELT/ETL requirements and assist with production, setup, and execution of migrations.
- Work closely with BI and PASSPort teams on data pipelines including analysis and design of integration solutions, data and reporting needs of internal and external stakeholders, and enhancements.
- Identify and resolve data, technical issues, and mediate business impact.
- Ongoing professional development to strengthen skills and increase knowledge in relevant areas of procurement, technology, government operations, public policy and people and change management.
- Understand issues affecting relevant stakeholder groups, including but not limited to covered city agencies, Minority and Women-owned Business Enterprises (M/WBEs), nonprofits, etc.
- Special projects, as assigned.
PREFERRED SKILLS
Demonstrate competency and/or history of consistent quality performance in the following areas of responsibility:
- Excellent writing and communication skills.
- Knowledge and interest in computer systems and the latest technologies.
- Familiar with and experienced in delivering solutions using Microsoft Excel/AWS QuickSight/OBIEE.
- Demonstrated mastery of Power BI.
- Ability to write complex procedures using SQL (i.e. T-SQL, PL/pgSQL, etc.).
- Understanding of data governance frameworks.
- Excellent analytical, organization, presentation, and facilitation skills; ability to handle multiple tasks under tight deadlines.
- Knowledge of New York City’s data share platforms and procurement systems is a plus including Open Data (DOITT’s DataShare) PASSPort, FMS, PIP, APT.
- Working knowledge of database back-end systems (i.e. AWS Redshift, SQL Server, Oracle, PostgreSQL) and Data Warehousing concepts. (Knowledge of Informatica helpful).
- User requirements analysis.
- Ability to multi-task and handle diverse responsibilities. Experience writing technical documentation.

Qualifications
1. Do you have a baccalaureate degree from an accredited college or university?
2. Do you have an associate degree from an accredited college or university along with two (2) years of experience with administrative, analytic, coordinative, supervisory or liaison responsibilities?
3. Do you have a four-year high school diploma, or its educational equivalent approved by a state's Department of Education or a recognized accrediting organization along with four (4) years of experience as described in question "2" above?
4. Do you have a satisfactory combination of education and/or experience equivalent to that described in questions "1," "2," and/or "3" above?
