Requirements Specialist (Combat Development)
Summary About the Position: This position is located in US ARMY SPECIAL OPERATIONS COMMAND FORCE MODERNIZATION CENTER, FORT LIBERTY, NC Responsibilities Perform staff administrative, evaluative, and coordinative work in the requirements and acquisition processes to acquire war fighter operational equipment. Coordinate the assessment of requirements, documentation of validated capabilities, operational performance criteria, and capability needs required to execute war fighter missions; identify shortfalls in systems and to develop optimal capabilities. Manage commodity area representatives within Combat Development Directorate (CDD) to create material capabilities documents in support of requirements and the rapid acquisition process. Serve as SME at IPTs concerning all applicable Federal Acquisition Regulations, Dept of the Army and USSOCOM acquisition policies and regulations, operational applicability and impact of developmental projects, programs, and evaluations. Provide advice and necessary direction to combat developers in the establishment of the Capabilities Development Document (CDD). Advise the command on Department of Defense, USSOCOM, and Joint Command required capabilities issues. Specialized experience: One year of specialized which includes experience in 1) conducting rapid combat development and experimentation through qualitative methods of analysis; 2) analytical skills to include qualitative and quantitative methods for assessment to affect improvement in the presentation of program objective memorandum; 3) organizational mission knowledge with other major force programs within the joint and combined military arena; 4) make valid operational and technical judgments and persuasively present findings and recommendations; 5) evaluate ongoing requirements and conduct mission area analysis; 6) develop programmatic requirements and recommend resourcing solutions to current and future transformation issues impacting the command; 7) oral and written communication to provide recommendations and solutions to higher leadership. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service GS-12. Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. You will be evaluated on the basis of your level of competency in the following areas: Decision Making Leadership Planning and Evaluating Program Management Technical Competence Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).
