The Joint, Office of the Secretary of Defense, Interagency Division (JOID) provides expert support services to a range of customers spanning across the Department of Defense, Federal Civilian, and international markets. JOID provides a diverse portfolio of analytical and programmatic capabilities to help our customers make informed decisions on their most challenging issues.

 

SPA's NATO Allied Command Transformation Group within JOID provides capability development, portfolio management, program management, quality management, cost estimation analysis, standardization, reporting, software solutions and information management, and capability management support. We also provide an improved capability requirements capture process, including the generation, documentation and tracing of user requirements, with appropriate technical scrutiny, over the entire lifecycle of the requirements from capability definition through capability realization and capability usage. 

 

We have an immediate need for a Requirements Traceability Manager to support the Requirements Core Development Team located onsite at HQ SACT, Norfolk,VA.

Responsibilities

Provide requirements traceability analysis expertise in support of HQ SACT’s requirements engineering and management processes, and specifically in support of Requirements Managers undertaking the Identification, elicitation, capture, analysis, evaluation, integration and maintenance of capability (business) requirements. Support the ongoing development, population and maintenance of the requirements repository. Support the maintenance of requirements in the requirements repository, ensuring correct version and configuration control, and the achievement and maintenance of requirements traceability. Support the development and maintenance of processes relating to requirements traceability, including traceability criteria and processes, and requirements traceability reports related to the requirements life cycle. Support development and improvement of requirements management tools, which enable and support the organization’s requirements engineering and requirements management processes. Contribute to the development of directives and standard operating procedures that relate to requirements traceability and the ACT Requirements Repository. Support requirements engineering and requirements management activities where appropriate across all life cycle stages to ensure continuing integrity of the traceability processes, and that capability requirements continue to satisfy stakeholder needs. Contribute to organizational continual process improvement activities. Participate in workshops, seminars, conferences and meetings in support of the activities above. Identify Lessons and contribute to their Learning within the organization. Support to change and configuration management of requirements across the lifecycle. Perform additional tasks as required by the COTR related to the labor category.

Qualifications

Required:

Active National and/or Secret (or above) security clearanceBachelor’s degree in Engineering, Management, Information Systems, Accounting, Economics, Finance, Business Administration, Public Administration, Operations Research, Program/Project Management, or a related discipline5 years of experience in the last 10 years in the field of requirements engineering and/or requirements management to include elicitation, capture, development, analysis, and evaluation of requirements, including the management of requirements traceability and chance managementExperience in the evaluation of requirements traceability across comprehensive lines of development i.e. doctrine, organization, training, materiel, leadership, personnel, facilities, and interoperability (DOTMLPFI)Experience in requirements development, either as a hands-on requirements author and/or facilitator of requirements development sessionsDemonstrable recent (i.e. in the last 5 years) experience in managing requirements in accordance with formal configuration and change management processes, and working in support of processes that were formally certified in accordance with the ISO 9001 standardExperience with IBM Rational DOORS Next or equivalent Options Apply for this job onlineApplyShareRefer this job to a friendRefer Sorry the Share function is not working properly at this moment.
