Responsible for developing and administering the Oregon Health & Science University Research and Academic Emergency Management Program. Responsible for continuing the development of the pre-disaster assessment process to measure emergency response capabilities and adjust accordingly to appropriately prepare for potential hazards. Responsible for working with OHSU departments and business units to develop, implement, manage, and continually improve department-specific and university-wide continuity of operations response plans and programs to improve the university’s ability to quickly re-establish core critical business functions and recover the campus to full operation following any adverse event.
Responsible for developing a culture of preparedness to enhance and ensure OHSU’s ability to respond and recover from incidents. Prepares and submits financial reports that quantify the costs associated with the response to an incident or disaster in conjunction with the OHSU Emergency Manager. Provides ongoing emergency management leadership, training, and guidance to OHSU. Coordinates and collaborates with state and local emergency management response organizations with regard to planning, training, exercising, and assessment necessary to build and sustain OHSU Healthcare’s capability to respond to any emergency or disaster, including a mass casualty or terrorist incident, pandemic, or other natural or manmade hazards.
Under the direction of the OHSU Emergency Manager, advise Research and Academic Leadership on new developments, changes in emergency protocols, or other factors. These functions are performed with the objective of controlling, minimizing, and preventing losses in an effort to protect the assets of OHSU.
Function/Duties of Position Lead the ongoing growth of the OHSU research and academic emergency preparedness program. Develop and coordinate training for OHSU staff, at OHSU, in the community, and at the Center for Domestic Preparedness to include but not limited to HAZMAT, Mass Casualty Incidents, Pandemic and Radiological.Ongoing development of emergency management disaster assessment processes to measure University –wide capabilities and ensure assessment recommendations are prioritized into program goals and implemented in conjunction with a formalized OHSU emergency management policy.Plans and coordinates training and implementation of emergency exercises and drills to ensure staff understanding and appropriate and effective responses in the event of an emergency.Coordinates, researches, supports development of Continuity of Operations Planning, and reviews business continuity plans for OHSU departments and business units. This includes but is not limited to the development and maintenance of tools, web pages, resources, and technical guidance needed to assist departments in business continuity planning efforts. Additionally, this position is responsible for coordinating business continuity planning efforts and actions across business lines. This includes but is not limited to administration and oversight of business continuity software, and databases utilized within the Business Continuity Program.Act as a liaison with Regional, County, City, and local public and private Emergency Management partners including representation on committees in the community.Develop and conduct educational training sessions on emergency planning and preparedness for departmental and personal preparedness.Provide ongoing emergency management leadership and guidance to all OHSU departments and assists departments with developing necessary plans and training programs. Including but not limited to departmental, personal and family preparedness to ensure OHSU’s readiness and capacity to respond.On-call responsibilities include being available and ready to respond to Emergency Operations Center activations. Required Qualifications1 year of experience coordinating emergency management services
Experience working effectively with all levels within an organization is required.
Experience writing and implementing procedures and protocols is required.
Strong communication, both verbal and written, required.
Strong interpersonal and organizational skills required.
Excellent spelling and grammar for drafting and editing Executive-level correspondence, presentations and written projects required.
Proficient in using Microsoft office products, and database tools.
Ability to develop relationships and garner support as a change leader

FEMA’s National Incident Management Incident Command System Training certification including a minimum of ICS 100, 200, 300, 400, 700 and 800 required within the first year of employment.

Preferred Qualifications BA/BS in Emergency Management or Healthcare related BA/BS level degree from an accredited college or University; Diploma or certification in Risk Management desired.Three or more years experience coordinating emergency management services in the Portland Metro area.
