Research Program Evaluation Specialist (Behavioral Epidemiology)

Leidos is seeking an experienced Program Evaluation Specialist to join our research team. This position will support an enhanced program evaluation capability at the Naval Health Research Center in San Diego, CA that focuses on evaluating a variety of military health and readiness programs for the Department of Defense. Evaluations will range from process evaluation to impact evaluations and will include programs for active service members, family members, and government personnel. The successful candidate will work collaboratively with the full research team, including Principal Investigators, Data Analysts, Research Assistants, and Subject Matter Experts. The Program Evaluation Specialist will design and execute evaluations on new and existing programs, engage with stakeholders, analyze quantitative, qualitative, and mixed-methods data, and prepare various reports and deliverables.

This is a full-time position in San Diego with a hybrid work schedule (on-site and telework). The candidate for this position must reside within commuting distance of San Diego to work on-site at the Naval Health Research Center with mandatory in office days at least two days per week, and as required for successful study execution. The number of days on-site may vary, and the schedule is subject to change based on program and customer requirements.

Position Responsibilities

Assists in the development of a program evaluation division tasked with designing and executing program evaluations on new and existing Department of Defense programs

Develops interview guides and protocols for program evaluation initiatives

Develops outputs, outcomes, and impact measures for the evaluation of various programs

Conducts literature reviews of relevant topics

Communicates with study stakeholders and sponsors

Performs statistical analyses of quantitative, qualitative, and mixed-methods data

Interprets statistical findings and develops technical reports and scientific manuscripts for peer-reviewed professional journals.

Prepares and present briefings to project sponsors, military leaders, and researchers at professional meetings and conferences.

Develops recommendations for the improvement of existing programs

Required Education and Experience

Bachelor's degree in Public Health, Psychology, or a related field

Minimum of 5 years of demonstrated experience planning and conducting program evaluations using the CDC framework for program evaluation

Strong background in program evaluation and implementation science principles

Advanced experience in conducting statistical analyses of quantitative, qualitative, and mixed-methods data

Ability to prepare and deliver briefs, presentations, and written reports that are tailored to specific audiences

Strong written and oral communication skills and demonstrated experience with stakeholder engagement

Demonstrated experience presenting research results at conferences or in written form

Ability to travel to military locations nationally and internationally

Due to federal contract restrictions, candidate must be a U.S. citizen and able to obtain a Secret Security Clearance.

Preferred Qualifications

Master’s degree or PhD Public Health, Psychology, or a related field

Two years of experience working in a military or veteran setting

Demonstrated experience with agile project management principles

Pay Range:Pay Range $67,600.00 - $122,200.00
