Duties Description Under the direction of the OASAS Director of Research and Program Evaluation, the Research Scientist 4 will manage the evaluation of multiple, concurrent projects funded by the Opioid Settlement Fund (OSF). Duties of this position include but are not limited to the following:• Design and implement evaluation plans that address project objectives and stakeholder needs.• Manage all aspects of assigned evaluations, with continuous process improvement.• Assess the statistical methods and procedures used to determine best practices to ensure validity, applicability, efficiency, and accuracy.• Design, collect, analyze, and interpret project data using both qualitative and quantitative methods including ability to write clear and concise reports that communicate findings and make recommendations.• Organize, manage, and analyze quantitative data using descriptive statistics.• Conceptualize and execute a complete quantitative analysis:o Evaluate available data sources and develop an appropriate analytic plan.o Clean and prep large sets of data for analysis (e.g., variable construction, merging data files, data cleaning, manipulating and combining datafiles containing different levels of data).o Identify appropriate statistical analysis.o Use SAS and/or SQL to perform descriptive and multivariate statistical analyses of data.• Prepare tables, graphs, fact sheets, and written reports summarizing research results.• Create data visuals using tools such as Tableau.• Present data visuals to wide audiences, especially those without a data background.• Understand, interpret, and critique empirical findings.• Work with cross-functional teams to interpret data and support decision-making processes.• Supervise staff.• Other relevant duties as assigned.
Minimum Qualifications Non-Competitive: bachelor’s degree and five years of professional research experience in an appropriate field. – Substitutions: master’s degree in an appropriate field may substitute for one year of experience, and Ph.D. in an appropriate field may substitute for an additional year of experience.Examples of acceptable degree fields are Public Health, Public Policy, Public Administration, Psychology, Health Administration, Addiction Studies, Education, Human Services, and other related field.Preferred Qualifications:• Expertise in the use of SAS and/or SQL evidenced by having had at least 3 years of full-time work using SAS and/or SQL.• Excellent communication, collaboration, and organizational skills in complex programs evidenced by positions held working on multi-disciplinary teams. • Expertise in the use of Microsoft Excel, Word, and Power Point is required.* The salary range listed in this posting reflects the full range for this graded position, factoring in annual performance advances based on satisfactory annual performance reviews. Candidates with no previous State service will begin at the hiring rate (starting rate of the salary range) listed above, plus any applicable Location Pay/Geographic Pay/Shift Pay differentials.Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.
