Performs risk assessments, creates business continuity plans, coordinates crisis management, and promotes citizen awareness. Exercises direct supervision over assigned staff. Work Hours 7:45 a.m. - 4:30 p.m., Monday - Friday Work Location 100 Military Plaza This position is an "unclassified" position and has no disciplinary appeal rights to the Municipal Civil Service Commission. This position is likewise subject to at-will employment status and can be terminated at any time for any reason. Essential Job Functions + Manages and coordinates cross departmental and city-wide programs and projects that enhance the City of San Antonio's five areas of focus for resilience: Climate Resilience, Infrastructure Resilience, Opportunity for all San Antonians, Resilient Governance, and Disaster Readiness. + Develops process improvements for budgeting, planning, development, delivery, monitoring, and reporting of the resilience programs. + Conducts community engagement events and programs that prioritize low- income individuals, communities of color, people with disabilities, unhoused individuals, and other marginalized communities to enhance existing or develop new programs and projects that advance resilience goals and priorities. + Evaluates and monitors assigned programs and projects, sets deadlines, analyzes issues, and provides recommendations. + Analyzes program data to make informed decisions and provides recommendations for strategic improvements to address new or ongoing challenges. + Integrates findings and input from internal and external stakeholders with broader resilience efforts to refine City of San Antonio's resilience strategy. + Suggests and implements management solutions to address new or ongoing challenges faced by the City organization. + Identifies and pursues private and federal grant opportunities to support advancement of resilience priorities City-wide. + Coordinates and executes contracts as directed. + Develops presentation, marketing and communications materials and other necessary products to support projects and programs. + Prepares and delivers presentations to City leadership, City Council, and community groups. + Identifies and evaluates opportunities for expansion of the Resilience Office, including potential staff, interns, and consultants. + Engages with private sector, non-profit, philanthropy, and external governmental agencies in support of City's resilience programs and projects. + Performs related duties and fulfills responsibilities as required. Job Requirements + Bachelor's Degree from an accredited college or university + Five (5) years of experience in resilience, risk mitigation, emergency management, and/or sustainability, to include two (2) years of experience overseeing and administering these types of programs Preferred Qualifications + Degree with major coursework in climate and/or environmental science, urban planning, engineering, architecture, or project management + Valid Class "C" Texas Driver's License. Applicant Information + Unless otherwise stated, applicants are permitted to substitute two years of related full-time experience for one year of higher education or one year of related higher education for two years of experience in order to meet the minimum requirements of the job. One year of full-time experience is defined as 30 or more hours worked per week for 12 months. Knowledge, Skills, and Abilities + Knowledge of local, state, and federal programs and resources regarding resilience and sustainability programs + Knowledge of grant administration, compliance, and fiscal management + Knowledge of public administration practices and local government issues + Skill in utilizing a personal computer and associated software programs + Ability to act as a liaison between various federal, state, and local government departments and/or agencies and private businesses + Ability to analyze problems, identify alternative solutions, project consequences of proposed actions, and implement recommendations in support of goals + Ability to prepare clear and concise administrative and financial reports + Ability to interpret and apply Federal, State and local policies, procedures, laws, and regulations + Ability to implement policies and procedures + Ability to communicate clearly and effectively, both verbally and in writing + Ability to establish and maintain effective working relationships with City staff, other government agencies, community groups, the general public, and media representatives + Ability to perform all of the essential function of the position, with or without accommodations + Ability to work primarily inside an office environment Benefits Information The City of San Antonio (CoSA) strives to provide a competitive compensation and benefit package to attract and retain a highly skilled workforce.
