Job Description:

Leadership and Strategic Management:

Supervise and directly manage all WVE RD Advisors and GAM Specialists (if any) with close coordination with WVE grants finance and other relevant units (MEAL, COMMS, SCM, GTD, Admin, SCR, Operations, Field Ops, Risk, Safeguarding, Technical Programmes, etc.)Manage the processes of resource mobilization and donor engagement to execute WV Ethiopia’s resource acquisition strategy and relevant elements of WVE’s five-year Strategic PlanManage the action plan for audit findings reporting to the RD Director

Internal Process Improvement Management:

Ensure that the RD Leads during proposal development and related processes include standardized approaches for budget, procurement and personnel planning and monitoring.Continuously improve and manage consistent implementation of internal processes for resource developmentManage the transition to a centralized documentation system for all grant submissions, tools, reports and other materials

Tracking and Forecasting:

Manage and ensure accuracy and up-to-date tracking of pipeline andRegularly oversee RD leads to gather inputs to feed into accurate forecasting to ensure a clear overview of ongoing and upcoming RD opportunities with donors.Manage and lead data quality checks of Horizon/Impaq (grants data software) to ensure data of grants is up-to-date and accurate, in coordination with finance and technical teamsMonitor and maintain the proposal pipeline and generate quarterly reports for management’s strategic decisions.

Manage Donor and Stakeholder Engagement:

Maintain the donor database in place to ensure it is an up-to-date and dynamic document.Manage the development and coordination of WV Ethiopia Donor Cultivation Plans for Tier 1 level donorsManage the teams to develop SO engagement plans and an assessment of SOs to further engage

Proposal Quality Control & Staff Capacity building:

Conduct in-depth quality control reviews of submissions of concept notes, expressions of interest, proposals and agreements prior to final reviews to ensure high level of quality and suggest final GNG decisionCompile learning from after action reviews and develop an action plan for capacity building in close coordination with RD Director.Identify capacity-building needs of RD and wider teams and develop strategies to address them. Organize and/or provide training, mentorship, and technical assistance to enhance the skills and knowledge of RD & wider team members.knowledge/Qualification for the position

Required Professional Experience

Master’s degree in a relevant field from a recognized universityMinimum of 10 years’ experience of which should include program design for development programs, grant acquisition and management, and local fundraisingMust have at least 5 years’ experience in leading and coordinating teamsAmple experience and expertise in partnering with government, multilateral donors and private sectorMust have experience in local institutions and how they workKnowledge of WVI working systems, policies and standards will be an advantage.

Required Education, training, license, registration, and certification

Master’s or advanced degree in relevant field such as education, or other closely related field.Training or certification in Portfolio and/or Programme Management with accredited institutionPreferred Knowledge and QualificationsPrevious experience with the culture and context of Ethiopia is strongly preferred. Results oriented, able to handle public relations, able to satisfy donorsAble to handle multiple complex, competing priorities under a tight schedule while leading a diverse team with an empowering and outcome-oriented approach.Strong budgetary and financial management skills.Strong negotiation and representation skills.Good interpersonal, organizational and management skills.Ability to solve complex problems and to exercise independent judgment with minimum supervision.Great presentation and relational skills

Travel and/or Work Environment Requirement: Ability to travel within Ethiopia as required.
