About the Position: This position is located at the Rock Island Arsenal Joint Manufacturing and Technology Center (RIA-JMTC) This will be a permanent position. Responsibilities Serves as the supervisor over the Resource Management Office. Develops and oversees various resource management programs, which includes program and budget, managerial accounting, resource planning, cost estimating, business development, and capacity planning. Analyze new and revised regulations and directives to determine the impact on financial management as well as industrial operations. Serves as a principal advisor to the Commander and staff on Army Working Capital Funds (AWCF), financial matters, and scheduling constraints. Performs analytical techniques to justify financial decisions (e.g. budget estimates/proposals, cost-benefit analysis, fiscal reviews, cost estimates, etc.) Participated in strategic planning efforts with responsibility for planning, coordinating, integrating, and implementing initiatives related to financial and industrial matters. Develops and sustains employees to assume leadership duties/responsibilities. Participates in and supports business transformation implementation, deployment, and sustainment. Attends staff meeting to participate in establishing policy and procedures, resolve technical and operating problems, and cooperate with other staff members. Promote and facilitates the implementation of quality management philosophies to achieve continuous improvement and increased product value. Drives the business with strategic costing techniques allowing the organization to attract new work. Specialized Experience required for the GS-14 level: To qualify based on your experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as experience that is typically in or related to the work of the position to be filled such as Understanding how the Army Working Capital Fund (AWCF) relate to a manufacturing facility; identify, analyze and resolve a wide range of resource management issues in relation to program and budget, managerial accounting, and resource planning in a manufacturing environment; develop and/or recommend financial management policies for short and long range operational plans; and provide resource management guidance to all levels of management and staff. You will be evaluated on the basis of your level of competency in the following areas: Concepts, Policies, and Principles of Finance Decision Support Financial Management Analysis Human Capital Management Leadership Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-13). Education Additional Information The Rock Island Arsenal Joint Manufacturing and Technology Center occupies 1.5 million square feet of its Kingsbury Complex home. As the only multi-purpose and vertically integrated metal manufacturer in the Department of Defense, the center possesses the unique technical expertise and equipment to manufacture products high in quality and sustainability. RIA-JMTC also reaches out to the community by offering machinist apprenticeships and other training programs to qualified applicants.
