Summary The Resource Protection Specialist shall support the Resource Protection Program in accordance with NPR 1620.3A by promoting and safeguarding NASA personnel and property by reducing opportunity for theft, sabotage, terrorism, and workplace violence. This position will also promote crime prevention by implementation of a comprehensive resource protection plan, physical security plan, vulnerability and threat assessments, identification and protection of NASA Critical Infrastructure, and the coordination of special events with the NASA Protective Services office. Responsibilities Performs compliance with NASA, Federal, state, local laws and regulations and requirements and site-specific energy management conservation regulations, collective bargaining agreements, security, safety, hurricane and other specialized programs or contractual requirements relating to the business of this branch, working within the limits of established policy. Complies with department policies, rules, and regulations. Always maintains his/her workstation in an organized clean professional manner. Complies with Standard Operating Procedures. Required to follow and enforce all company personnel and safety policies and perform all assigned duties in a safe work manner. Conducts physical security inspections, audits, key audits, and assessments of facilities and areas for the purpose of identifying security weaknesses and vulnerabilities and recommend countermeasures. Reviews and analyzes proposed construction design reviews. Conducts and reviews threat and vulnerability analysis and studies. Reviews and tests the physical, electronic and IT systems used to control access. Evaluates and recommends installation protection needs. Provides priority attention and added protection to NASA Critical Infrastructure. Develops, supports, and evaluates contingency operation exercises for scenarios listed in the Statement of Work. Participates and provides subject matter expertise and attends conferences as required. Documents training for all resource protection staff. Develops MAF-Security-Flash emails. Other duties as assigned Qualifications Must possess a Bachelors’ Degree in a related discipline and possess five (5) years related experience. Experience with NASA and/or other related Federal State and local statutes is preferred. Equivalent education/experience is applicable. Ratings of “Certified Protection Professional” (CPP) certification is preferred. Must be at least 21 years of age. Must meet all standards as required by Statement of Work. Honorably discharged from the Armed Services (If Applicable). Knowledge, Skills and Abilities: Successfully completed all training and have obtained all required licenses, certifications and security/medical clearances for the site. Skill in operating a personal computer and standard office equipment. Must have knowledge of a variety of computer software applications in word processing, (MSWord, Excel, Access, PowerPoint), and Outlook. Obtain and document a minimum of 8 Continuing Education Units per year directly related to resource protection. Must possess a working knowledge of general office routines, with additional training in computer use including word processing, spreadsheet and database software systems. Must possess effective oral and written communication skills. Must possess and maintain a valid Class E Florida state driver’s license. Must speak, read, write, and understand the English language, apply written rules, detailed orders, instructions, and training material. Have no record or history of illegal drug use, sale, possession, or manufacture. Have no felony convictions and no convictions that reflect on the individual’s reliability. Must be able to meet and maintain NASA Physical Certifications. Must be able to successfully pass all required Psychological examinations. Must be able to meet drug testing and alcohol – free workforce requirements to include random drug and/or alcohol testing.
