Collectively, each program, unit, division, and group work together to provide the core services to taxpayers of the State of Louisiana and stakeholders of the agency. LDR is comprised of the following groups: Tax Collection, Charitable Gaming, Alcohol and Tobacco Control (ATC) and Debt Recovery. The Financial Administrative Services section of the Financial Services Division is responsible for processing all agency related travel, purchases, contracts and procurement. This section is dedicated to providing the services and support necessary to meet the goals and objectives of the Louisiana Department of Revenue (LDR) in an efficient and cost effective manner that is in compliance with all state and federal laws, rules and regulations. ABOUT THIS POSITION The incumbent of this position will advise management of new/or improved organizational and tax administrative methods. Incumbent will identity analyze and research Division work processes; recommend and implement solutions; and monitor and report results to management. The incumbent will provide technical assistance, guidance and training to the supervisory staff within the Division. Incumbent must possess a comprehensive knowledge of departmental rules, regulations, policy and procedure memoranda that support the administration and collection of taxes. Consult with and advises the Departments Directors, Assistant Secretaries, Deputy Undersecretary, Undersecretary and other management level officers concerning the organizational management of work processes, which directly impact the accomplishment of the Department's goals -and objectives as the basis for all functions performed by employees. Duties include, but are not limited to: + Analyze the work process within the Office of Management & Finance to identify obstacles to efficient operations; develop practical solutions; and monitor the implementation of the recommended solutions. Work with the Assistant Secretaries, Division Directors and Regional Managers to isolate organizational/tax administrative problem areas and develop solutions for improvement. Meet with internal audit and external office/agencies to coordinate the formation and implementation of procedures for administering new assignment mandated by law. Communicate these procedures to departmental managers whose work will be impacted by the procedural changes. + The incumbent administers the Escrow Fund Accounting Program and the Tax Fund Distribution Programs for all taxes within the Department. The Escrow Fund Accounting Program is an automated system with statutorily defined requirements to account for the receipt, classification, notification, and disposition of protested tax payments. The Department/Division is the contracted and/or statutorily authorized agent for the collection of local taxes, fees and dedications that are distributed either monthly, quarterly or annually to the applicable local tax jurisdictions and tax authorities. + Any other duties as assigned by management to ensure that the objective and goals for the Office of Management and Finance are met. Minimum Qualifications MINIMUM QUALIFICATIONS: Six years of experience in accounting, financial auditing, tax administration, tax policy or law, management analysis, or administrative services in a financial setting; OR Six years of full-time work experience in any field plus three years of experience in accounting, financial auditing, tax administration, tax policy or law, management analysis, or administrative services in a financial setting; OR A bachelor's degree plus three years of experience in accounting, financial auditing, tax administration, tax policy or law, management analysis, or administrative services in a financial setting; OR An advanced degree or Juris Doctorate plus two years of experience in accounting, financial auditing, tax administration, tax policy or law, management analysis, or administrative services in a financial setting; OR Possession of a Certified Public Accountant (CPA) license or a current Louisiana license to practice law plus one year of experience in accounting, financial auditing, tax administration, tax policy or law, management analysis, or administrative services in a financial setting.
