About This Position:
This position involves highly responsible work under the broad supervision of a Right of Way Manager and is responsible for LA DOTO right of way projects managed and worked by right of way consultants and Right of Way Section employees, in furtherance of the Department Statewide project development and contract letting goals. Supervises consultants and lower-level Right of Way personnel on a project basis.
Participates in the development of acquisition, relocation and property management policies and practices; participates as a member on a statewide committee to evaluate and select ROW consultants and other providers of third party services. Participates in the education and training of new hires and lower-level professional staff statewide. This position requires regular contact with the public, property owners, consultants and the following LA DOTO Sections: Road and Bridge Design, Construction, Environmental, Planning, Project Management, Property Control, Utilities, and Audit. Superior knowledge of all aspects of appraisal and right of way acquisition processes along with rules, regulations and policies governing right of way is essential. Statewide and overnight travel is required. Must maintain a valid Certified General Real Estate Appraisers license. While in official capacity, DOTO employees must comply with applicable Louisiana and Civil Service Laws, rules, and regulations, as well as DOTO policies, procedures, manuals, and directives.

Minimum Qualifications
MINIMUM QUALIFICATIONS:
Seven years of experience in property rights acquisition, real estate acquisition, real estate property management, relocation assistance, or real estate appraisal; OR
Six years of full-time experience in any field plus four years of experience in property rights acquisition, real estate acquisition, real estate property management, relocation assistance, or real estate appraisal; OR
A bachelor's degree plus four years of experience in property rights acquisition, real estate acquisition, real estate property management, relocation assistance, or real estate appraisal; OR
Possession of a current Louisiana Certified General Appraiser license plus three years of experience as a licensed General Appraiser.
EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

Examples of Work
60% Responsible for all appraisal and appraisal related services necessary to determine compensation for negotiations, deposition and other purposes as required by the agency. Negotiates contractual agreements on behalf of the agency for all appraisal related processes. Drafts consultant performance evaluations and approves invoices. Provides input into the evaluation of staff appraisers at staff's completion of a project assignment. Determines just compensation for negotiation, deposition and other purposes. Develops and approves scope of work criteria for all staff and consultant assignments. Develops, maintains and administers quality assurance and quality control program to be applied in all phases of appraisal and appraisal related processes undertaken by staff and consultants. As a review appraiser, conducts on-site inspection of the project, subject properties, and comparable sales used in the appraisal process. Evaluates and approves appraisal reports as well as other valuation specialty reports required to set compensation. Reviews title reports to verify accuracy of ownership information that impacts value determinations. Makes appropriate DOTD personnel aware of any discrepancies in the title reports that require further evaluation and editing. Studies final plans and right of way maps furnished to assure the plans and right of way maps agree and meet the stipulated requirements for use in the appraisal processes. If necessary, request changes and/or further review. Assesses changes to the right of way maps and plans to reduce right of way acquisition cost and decrease the time to complete the acquisition phase. Reviews appraisals and other specialty valuation reports for quality assurance and accuracy. Verifies the reports comply with all applicable standards, policies, laws and regulations on both state and federal levels. Determines the degree of support for the appraisal valuations presented in the appraisal reports; uses independent judgement and arrives at a recommended offer, which includes additional compensation. Examines and evaluates appraisal reports to determine their acceptability for use in expropriation proceedings. Communicates as needed with consultants and staff to insure completion of project services by the due date. Resolves discrepancies that arise for the timely completion of appraisal services. Contacts project manager and other DOTO personnel as needed to obtain required information to complete the appraisal and appraisal related processes. May modify appraisal values as appropriate and provide the necessary justification for modifications. On all project appraisal assignments, the review appraiser must determine which properties are uneconomic and determine the compensation necessary to acquire the property in its' entirety. Oversees all facets of the appraisal and appraisal related processes. Maintains project status on agency information systems. On a project basis, as the Supervising Appraiser, signs-off on appraiser trainee reports so that they can obtain qualifying credit toward licensure. As the supervising appraiser, accompanies the appraiser trainee on all subject property and comparable sales inspections prior to approval of report and signature. Provides guidance and input concerning the appropriate appraisal methodologies necessary for the composition of the appraisal reports. By signing-off on the appraisal, the supervising appraiser certifies the appraisal report meets all the applicable appraisal industry standards, state and federal laws and regulations and all department policies and procedures. Must complete mandatory training required for maintenance of appraisal license.
15% Prepares detailed cost estimates and reviews detailed cost estimates completed by other appraisal staff. Cost Estimates: Develops detailed cost estimate reports on a parcel or project basis during every phase of project development. Works closely with the Environmental Section, Design Section and other LA DOTD Sections when completing a cost estimate. Gathers all project relevant data and answers any questions regarding possible impacts of alternates chosen in the various project development phases. Reads and interprets right of way maps and construction plans and makes recommendations to facilitate changes to the right of maps and/or construction plans to reduce the cost of right of way acquisitions and save time in the right of way phase of the project. The Appraiser checklist for Stages O -3 should be consulted to determine the minimum requirements for the cost estimate based on the phase of project development. Field inspection of the project is required; as well as, photographs of subject properties. Performs feasibility studies; evaluates cost, income, and local economic factors in order to facilitate DOTD's Right of Way Program. Cost Estimate Reviews: Inspection of project and comparable sales, review and approval of cost estimate by staff with required revisions, verification of comparable data used, highest and best use analysis, conclusion of the appraisal types and formats, number of appraisers need, other valuation specialty cost, all contracted acquisition costs and administrative/legal costs to derive the total estimated cost of right of way for budgetary purposes. Data entry of estimated cost at JPR phases into LAGOV. Refer to the Appraisal Cost Estimate Check Sheets for cost estimate requirements. In order to finalize cost estimate review, communicates with all DOTD Sections to resolve questions and issues discovered by the staff appraiser.
15% May represent the agency as an expert witness in court for expropriation proceedings and appear at Legislative Committee meetings. Responsible for attending planning meetings, Plan-in-Hand and Joint Plan Review meetings as needed to provide right of way information to the public and other DOTD Sections. This includes advising engineers, surveyors, contract consultants, and other attendees about significant items that may lessen the cost of the project. Accepts inquiries and answers right of way questions from other DOTD Sections, the public and governmental entities via email, telephone and walk-in visits. Provides technical advice to other entities, such as parish governments and federal authorities, in their acquisition of property. For LPA Projects, monitors and approves appraisals and appraisal reviews to insure compliance with all laws, regulations and policies for the compensation determinations by the entity.
5% Independently performs appraisals, as needed, in accordance with State, Federal and departmental regulations, laws and policies. Appraises the value of real property; property rights and rights of way for the construction and maintenance of transportation facilities. Prepares all forms and notifications as required by law and policy including the Property Owner Notification Letters. Researches and analyzes sales and market data for the appraisal process by meeting with and interviewing local Clerks of Court, Tax Assessors, and informed market participants. Studies parish conveyance records. Analyzes DOTD provided information, including but not limited to right of way maps, construction plans, MicroStation files for electronic surveys, right of way maps and construction plans, if available, title reports, including verification, and environmental documents. Researches and analyzes publicly available data, including but not limited to tax assessor GIS maps, zoning maps, flood maps and soil maps. Researches and analyzes property sales used in determining a unit value estimate for all types of property on the proposed project. Inspects all subject parcels and comparable sales used in the appraisal process. Performs appraisals to determine the value of land and any improvements in the proposed right-of-way, damages to and the cost to cure any affected improvements and additional compensation to place the owner in the same pecuniary position as enjoyed prior to acquisition. Inspects, measures, evaluates, photographs, and records property improvement data, inside and out of major improvements (if required), to evaluate their influence on the overall property values. Costs out improvements, researches rental markets, and analyzes income figures from business and rental properties to determine before and after values. Prepares economical or statistical reports. Utilizes reports prepared by specialty valuation consultants including, but not limited to, foresters, construction cost consultants, business valuation specialists, petroleum engineers and agriculture valuation specialists. Documents all real estate value findings, makes and implements recommendations and records necessary for the DOTD Right of Way. Determines just compensation of real estate and real property rights according to state and federal laws on all assignments requiring an appraisal. Researches and concludes lease rates of agency owned property where LA DOTD will enter into a Joint Use Agreement or Memorandum of Understanding with the public or other governmental entities. Appraises excess right of way and uneconomic properties owned by LA DOTD for disposition purposes. Conducts independent field examinations on all appraisal and appraisal related assignments.
5% May perform additional duties to ensure the smooth and efficient operation of the Right of Way Section. Coordinates with other Right of Way Offices and Sections within DOTD to assist in the overall objectives of the Section and DOTD. May be required to perform other duties as necessary including but not limited to emergency/disaster support activities.
