Risk and Assurance Manager

The International Committee of the Red Cross (ICRC) seeks to recruit qualified candidates to fill the position of Risk and Assurance Manager responsible for ICRC activities in different locations.

What we do

 

The International Committee of the Red Cross (ICRC) works worldwide to provide humanitarian protection and assistance to people affected by conflict and armed violence. We take action in response to emergencies and at the same time promote respect for international humanitarian law. We are an independent and neutral organization, and our mandate stems essentially from the Geneva Conventions of 1949. We work closely with National Red Cross and Red Crescent Societies and with their International Federation in order to ensure a concerted, rational and rapid humanitarian response to the needs of the victims of armed conflict or any other situation of internal violence. We direct and coordinate the international activities conducted in these situations.

 

Purpose

 

The Risk & Assurance (R&A) Manager provides support to delegations to ensure that they effectively manage risks and protect their capacity to operate, maximize their ability to achieve objectives, and avoid harm to people and assets in human, financial, reputational or operational terms. Specifically, the R&A Manager is tasked with delivering expert guidance and support to management, coordinators, and staff for the identification, design, implementation, and monitoring of robust risk management strategies within the delegation. Furthermore, the manager coordinates activities that provides assurance to the institution, communities, and donors of the integrity of ICRC staff and the relevance, quality, and effectiveness of its programs.


We are looking for external and internal candidates with experience in risk management & compliance and/or in field humanitarian operations and/or programs implementation. Due considerations will be given to candidates without hands-on experience in risk management but with experience in field operations and programs, so long as there is strong interest and motivation to develop in this path. A comprehensive on-boarding and continuous support on in-house risk management methodologies and tools will be provided to enable you do the job. Accountabilities & Functional responsibilities (1/2)

 

Support the delegation management and coordinators to proactively identify what could go wrong in operations and program activities and define appropriate actions to prevent them. Assist delegation to document risk information to have a global view on risks and allow for tracking of progress made on preventing/reducing them. Make recommendations on risk mitigation measures to delegations/departments and advice the respective teams on their design and implementation.  Advise delegations and region on risks relating to strategic orientations and promote risk-based decision making. Maintain a register of risks and recommendations made to managers and continuously monitor changes in the exposure to risks, and track progress made towards reducing them. Facilitate the coordination of activities required to take action against cross-cutting risks and build agreement among all relevant departments/actors. Review control procedures, mechanisms and processes and make suggestions for improvement where gaps exist. Conduct regular spot checks and monitoring of program activities to ensure compliance and early detection of problems. Document and share lessons on good practices and challenges/gaps Assist Delegation Management and Heads of units/Coordinators to take corrective actions when risks materialize and reinforce controls. Cultivate a collaborative environment and collective efforts to allow for coordination, alignment and prioritization of risks and shared responsibilities in mitigating risks and ownership. Build the capacity of managers in integrating sound risk management approaches and methodologies in their operational strategies and activities. Make consolidated analysis of risks and response activities and provide quarterly reports with recommendations to Delegations/Regional management teams and the Risk and Assurance Unit at HQ. Support the implementation of the Code of Conduct Framework and Integrity Roadmap at the delegation level and provides guidance and support to managers and staff in the delegation on their questions related to the Code of Conduct and related policies and guidelines. Enhance staff awareness and understanding of their roles and responsibilities in promoting a culture of integrity and preventing fraud, and sexual exploitation, abuse, and harassment (SEAH). May supervise Risk & Assurance and Integrity staff. Conduct any other tasks assigned by supervisors Relationships

 

Internally, interacts with Delegation Management and Coordinators, Business Process and policies Owners (e.g., Head of Ethics, Due Diligence Specialists), Other R&A Managers in the field and métiers, Integrity Advisors, Code of Conduct facilitators, Internal Controllers and Internal Control Reviewers in the CTM unit, the Ethic Risk and Compliance Office (ERCO), , and Internal Auditors. Externally, interacts with external auditors and some donors at country/region level. Professional experience, Education and language(s) required

 

Professional experience

10 to 15 years of overall professional experience, e.g., in administration, operations, development, program management, and other relevant fields, with at least 5 years in a managerial role. Minimum 5 years’ experience in risk management & compliance in humanitarian operations and/or field operations/programs management in an international humanitarian organization. Experience in an ICRC operation in the field is an asset. Experience working in complex/emergency operations is an asset. Previous experience in accountability or monitoring and evaluation within humanitarian operations is an asset. Strong motivation to work in risk and compliance. 

 

Education

University degree in Business, Economics, Social Development, Policy, Law, and Administration or other relevant degrees Certification in risk and compliance management will be a plus.

 

Language(s)

Fluent command of English (minimum C1 level) Additional language(s) used in ICRC communication (Arabic, French, Spanish or Russian) is desirable. Other skills and qualities

In line with the principle of neutrality, the ICRC does not assign personnel to a country of which they are nationals. Candidates must be in good health and will have to do a medical check-up prior to departure in the field. Candidates must possess a driving license (for manual transmission vehicles).
