Key Responsibilities:

JOB PURPOSE

The Risk, Compliance and Partnering Manager will be responsible for World Vision Ghana’s overall risk identification, analysis and management, and shall recommend and ensure the implementation of measures to minimize World Vision Ghana’s risk, as well as ensure compliance with policies, procedures and standards for all Programmes (including sponsorship and grants).

This position will coordinate the partnering process to position World Vision Ghana as a Partner of Choice by providing technical backstopping to the implementation of local partner engagements including partner assessment, identification, screening and capacity building, focusing on civil society organizations, local government and private organizations, to advance relationships with like-minded organizations for improved child well-being.

Key responsiblities

Provide technical backstopping, coordination, and quality assurance to the Local Partnering in the Office.

Collaborate with stakeholders in the Office including Technical Programme Managers, Regional Operations Managers and Programme/Project managers to proactively identify potential partnerships with local and national civil society organizations, through the annual stakeholder analysis process, as well as external networking.Conduct periodic screening of all existing partners and potential partner organizations to ensure compliance with organizational policies and standards to reduce risks associated with working with partners.Support programmes, projects and units in the organization to assess the capacity levels of all partner organizations and develop annual capacity development plans.Facilitate the development, review and signing of partnership agreements and related documents.Champion robust partner relationship management characterized by the core partnership principles of responsibility, results-oriented approach, equality, transparency and complementarity.Enhance the sharing and learning of best practices in local partnering through platforms such as partner review meetings and partner health checks.Ensure effective management of World Vision Ghana’s partner databases including maintaining relevant and up-to-date information about all partner organizations.              

Audit and Incident Management Support

Verify quarterly that the Internal Audit (Global and Regional) and External Audit recommendations are being implemented within the agreed timelines and report on progress to World Vision Ghana’s Management.Ensure that work practices are risk-based and are in compliance with the Institute of Internal Auditors Standards for the Professional Practice of Internal Auditing (SPPIA), the US Government Generally Accepted Auditing Standards (GAGAS) for US Government Funding and World Vision’s Financial Manual Internal Audit policies and procedures.Evaluate and analyse new whistle-blower reports when received per World Vision International recommended criteria; conduct and advise on whistle-blower investigations; coordinate and lead evaluation; ensure ultimate accountability on conclusions and follow through by line management.Undertake or support special reviews and investigations as may be directed by the Senior Leadership Team through the Integrated Programmes Director and Senior Programme Effectiveness Manager and ensure that internal controls are developed and implemented by various departments, units, Regional Operations, Area Programmes, Clusters, and Projects.Work with other stakeholders to analyze incident reports from departments, clusters, and Area Programmes and follow up on the implementation of recommendations.

Development and Management of Risk, Compliance and Partnering Policies and Frameworks:

Lead the development of Risk Management and Compliance policies and frameworks and other relevant tools including adaptation and contextualization of relevant World Vision Partnership and Local policies, standards and procedures.Support the Board and Senior Leadership Team in its implementation, review and approval of the Risk Management Policy, Risk Appetite Statement and other key policy documents.Ensure adherence to the Partnership Policy on Working with Partners and development of relevant tools and templates for effective implementation of the Partnering Policy.  

Enhance the Culture of Risk and Compliance in the Organization

Incorporate risk and compliance considerations into strategic decision-making and ensure alignment between National Office Strategy and World Vision Ghana’s risk and compliance policy documents.Lead the implementation of all aspects of the risk and compliance function, including implementation of processes, tools and systems to identify, assess, measure, manage, monitor and report risks in programming and support functions.Communicate risk management policies, risk appetite and risk limits, across all levels of World Vision GhanaSupport the Risk and Compliance Committee to undertake periodic compliance monitoring using the Integrated Compliance Monitoring Tool (ICMT) to verify and report the organization’s ability to consistently comply with policies, legislations, standards, and procedures, especially in programming; and innovate to increase the efficiency of sponsorship and grants management.Ensure that the Riskonnect and ICMT systems are updated periodically with World Vision Ghana’s risk information and produce relevant reports from the system to inform decision-making.Provide quarterly reports on the risk status of World Vision Ghana’s strategy and programmes with an updated Risk Register with clear mitigation plans through the Senior Programme Effectiveness Manager to the Strategy and Integrated Programmes Director.Represent the Strategy and Integrated Programmes Director on the World Vision Ghana’s Board Risk and Audit Committee meetings and serve on relevant ad-hoc committees established by Management.Support orientation of staff on incident reporting and management.

Technical Support and Capacity Building

Serve as the National Office Contact Person on Risk, Compliance and Partnering matters.Recommend and, where appropriate, develop partnering-related training programmes for staff and partners.Facilitate staff and partner capacity enhancement on partnering, networking, collaboration and sub-granting.Provide support to WV partners (including communities and Government institutions) on relevant information regarding World Vision operations and impact.Conduct organization-wide training and awareness sessions on internal control and risk issues; establish and maintain risk and compliance awareness culture within World Vision Ghana, and provide appropriate opportunities for organizational learning, including lessons learned from previous problems, ongoing communication, training and development in the utilization of tools such as Riskonnect and Integrated Compliance Monitoring Tool (ICMT).

Support to other Key Programme Effectiveness Priorities

Contribute to Programme Effectiveness Deliverables including Strategy development and realization; Programme/Project designs, Monitoring and Evaluations, and Faith and Development deliverables.

KNOWLEDGE, SKILL AND EXPERIENCE

The following may be acquired through a combination of formal or self-education, prior experience or on-the-job training:

Minimum Qualification required: Bachelor's Degree in Social Sciences, Business Management, Finance, Information Technology or related fields.  Preferred: Master's degree in Social Sciences, Business Administration, Finance and related fields of study with subjects in risk management, compliance and Partnering or certification in Risk Management, Compliance and Partnering.

Experience: Minimum of 3-5 years of experience in the management of resources, and assets; good understanding of risk and audit management, developing and implementing robust internal control measures, and partnering.Comprehensive knowledge of risk management practices and principlesDemonstrated ability in monitoring and tracking compliance with policies and proceduresExtensive experience in risk-based internal audit with strong knowledge and understanding of governance practices, internal control systems and ability to monitor risk management activities, internal audit and assurance practices.Experience in brokering partnershipsExperience in managing partner or other organization expectations and issues.Proven ability to cultivate and maintain strong interpersonal and working relationships in a dispersed national/international context.  Experience working in a large international organization and communicating cross-culturally.Experience with translating complex technical concepts and simplifying information for mass consumption and usage to a broad international audience.Experience with translating data into information and analysis that communicates an easily understood concept or message.Membership in a professional risk management association, or willingness to obtain within 1 year.

Other Competencies/Attributes:

Must be a committed Christian, able to stand above denominational diversities.Attend and participate in daily devotions and weekly Chapel services.Perform other duties as required.
