REPORTING STRUCTURE: Receives general guidance from the Support Services Director. Typical Class Essential Duties 1. Exercises supervisory authority over Risk Management to include: authorizes time off, approves payroll and hiring; prioritizes and assigns work; ensures that training and development is provided to staff; provides consistent accountability with disciplinary actions (as warranted), in addition to maintaining a healthy and safe work environment. 2. Assists in the development of the City’s established insurance and indemnification provisions. Reviews City contracts, special events, bids, and other related documents for risk and liability purposes. 3. Oversees regular worksite inspections and employee training to ensure that proper environmental work practices are being followed; advises employees regarding proper practices and participates in the implementation of environmental or ergonomic programs. 4. Prepares, recommends, and manages the budget for the property and liability fund, including determining annual cost allocations for city funds. 5. Participates in the development and implementation of goals, objectives, policies, and priorities for Risk Management; identifies resource needs; recommends and implements policies and procedures; sets objectives and procedures for workgroup(s), including the Safety Leadership team. 6. Coordinates assigned activities and priorities with other City departments and external agencies. Represents the City of Casper on related boards, committees, and councils. 7. Assists Human Resources by conducting internal investigations, involvement in background check criteria, administers the drug and alcohol program, and serves as the Americans with Disabilities Act Amendments Act (ADAAA) Coordinator for the City of Casper. 8. Secures appropriate levels of coverage for liability, property, automobile, crime, cyber, workers compensation, and other necessary insurance and bonds. Maintains accurate schedule of values for insured property. 9. Recommends and implements loss control programs through assessment of loss trends and case law; reviews contracts and agreements to ensure appropriate risk transfer. 10. Oversees management of employee injuries, OSHA compliance, return to work and light-duty cases, 1iability, and property claims. 11. Prepares operational and statistical reports. 12. Responds to and resolves citizen concerns and complaints; may respond and/or take calls after normal business hours relating to City involvement with vehicle accidents, drug/alcohol testing, damage to City property, injuries, and/or death. 13. Represents the City of Casper by responding to the public, citizens, its employees, and others in a prompt, professional, and courteous manner while continuously maintaining a positive customer service demeanor. 14. Performs other duties of a similar nature or level. Training, Experience & Certifications EDUCATION and EXPERIENCE • High school diploma or equivalent (G.E.D.) required. • Minimum of three years of increasingly responsible experience in safety, risk management, or human resources. • Minimum of two years of experience working as a supervisor. • Bachelor’s Degree in industrial safety and health, safety engineering, safety management, risk management, or closely related field preferred or an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed below. LICENSING and CERTIFICATIONS • Possession of a valid Wyoming Driver’s License preferred. • Associate of Risk Management Certification (ARM) or similar designation preferred. Incumbents in this position work primarily indoors, but may be required to work outdoors, regardless of weather conditions. Work around moving motorized equipment is likely, as well as exposure to dust, fumes, chemicals, unsanitary conditions, energy sources, heights, and excessive noise. During fieldwork, expect frequent use of personal protective equipment including hard hats, eye protection, hearing protectors, gloves, safety vests, and safety shoes. Exposure to traumatic accidents or injuries is possible. Incumbents may be required to drive to remote worksites to perform work.
