Summary About the Position: The Chemical Biological Center (CBC) is the nation's principal research and development resource for non-medical chemical and biological defense. Serve as a first or second level supervisor responsible for very critical and highly complex programs or projects. Formulate, evaluate, nurture, and promote the generation and exchange of new theories, concepts, principles, methods, applications and practices. Plan, evaluate, and execute short and long-range programs which impact national or international issues. Manage, direct, supervise, and coordinate through subordinate supervisors, the activities of engineering, technical, scientific, and administrative personnel. Managing, directing, supervising, and coordinating through subordinate supervisors, the activities of engineering, technical, scientific, and administrative personnel; 2.) Developing policy, plans, and procedures; 3.) Preparing, and managing working budgets; and 4.) Serving as an authoritative expert and consultant for safety, surety, and risk management issues. This definition of specialized experience is typical of work performed at the next lower pay band/level (DE-03) position in the federal service (GS-13). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
