Russia Program Analyst

Tuvli, an Akima company, is hiring for a Russia Program Analyst to support our DoS client located in Washington, DC. The GEC-Russia Program Analyst supports the Russia Team in coordinating, researching, and writing analytical projects to identify, understand, expose, and counter state-sponsored disinformation aimed at undermining the national security interests of the United States and its allies or partners. As part of the Russian Team’s “Exposure Group” of analysts, will produce original content and analysis based on a variety of sources (both classified and unclassified), to be disseminated internally within the U.S. government, to foreign governments and/or international partners, or even publicly.

Responsibilities

Leverages the full depth and breadth of available USG and private-sector reporting on Russian disinformation to plan, coordinate, and create analytical projects on behalf of the Russia Team

Works with GEC and other USG analysts to compile qualitative analytical reports on the Russian disinformation threat environment

Formulates strategies to counter state-sponsored disinformation and propaganda directly or indirectly, as appropriate, by exposing false narratives through Russia Team Exposure Group reporting

Ensures strategic coordination and consistency on analytical products across the GEC, including drafting internal memos and coordinating clearances for Front Office taskers

Evaluates third-party analytical research funded by the GEC and/or other USG entities to counter false narratives in the disinformation ecosphere

Serves on program funding merit review panels as needed to assess worthiness of funding projects designed to counter state-sponsored disinformation

Ensures coordination of Exposure Group plans and reports with relevant regional policy bureaus and offices, as well as with functional bureaus, the interagency, and foreign governments as appropriate to ensure maximum awareness and support of Russia Team efforts

Liaises with stakeholders, including foreign governments, NGOs, and other groups to stay abreast of ongoing counter-disinformation efforts outside the USG, and maintain relationships with relevant think tanks, members of academia, and private sector actors engaged in efforts related to the GEC mission

As needed, works with State Department and external partners to facilitate training designed to build capacity of the GEC’s foreign government partners to counter state-sponsored disinformation

Works closely with staff of U.S. embassies and consulates in priority countries and emerging areas of concern to organize and implement country-specific counter-disinformation outreach projects

Monitors and reports on trends in Russian disinformation efforts across a variety of platforms and fora

Qualifications

Bachelor’s degree in subject matter area, or closely related discipline

Analysts must have a minimum of four (4) years’ experience in roles that demonstrated:

Analytical and critical thinking skills, including superior ability to think strategically

Ability to effectively plan, research, develop, and author high-quality, complex analyses, studies, projects, assignments, and briefings on key U.S. foreign policy and national security objectives focused on a specific region or transnational issue for USG consumers and senior policymakers

Superior ability to apply knowledge of diplomatic, intelligence, military, and law enforcement organizations to provide tailored responses that meet customer needs

Knowledge of analytic tradecraft and superior ability to communicate information and judgements to generalists as well as specialists

Ability to produce analytic finished reports related to the subject matter issues, either as senior analyst, lead analyst, or a manager of analysts

Ability to lead and promote the development and use of a broad range of methodological tools and approaches to research, analyze, and present data

Ability to support group decisions and solicit perspectives from coworkers

Ability to promote information sharing practices across the USG interagency

Ability to execute senior-level guidance in a fast-paced environment and accomplish strategic goals using metrics and other measures of effectiveness to track progress

Interpersonal, organizational, problem-solving skills, negotiating, and resolving significant and controversial issues

Ability to work effectively both independently and in a team or collaborative environment, and mentor junior colleagues

Creative problem-solving skills and initiative in carrying out mission responsibilities

Active Top-Secret security clearance with SCI eligibility

Pay Range

142,013.86 - 147,013.86
