The American Red Cross is currently interviewing to hire an SAF Contingency Operations Director to lead the Service to the Armed Forces programs at forward-deployed US military sites.  This full-time position, which will be based in Wiesbaden, Germany, is part of the mobile staff.  Mobile positions require maintaining strict medical and security clearances for worldwide deployment, as needed.
 
This is a term-limited, benefits-eligible position expected to last 24 months from the date of hire, with the opportunity to extend based on business needs. 

WHAT YOU NEED TO KNOW:
The SAF Contingency Operations Director leads a time of deployed staff across multiple countries and time zones.  The Director serves as the American Red Cross (ARC) plans and operations officer for all personnel support functions within the directorate cell.  Maintains current knowledge of all ARC regulations, policies, and procedures.  Analyzes directives from higher headquarters, identifies objectives and resources, and formulates plans based on personal research and technical input from the staff and other offices and agencies.  Represents ARC's interests at active military, reserve component, and civilian agency meetings.

WHERE YOUR CAREER IS A FORCE GOOD: 
50% - American Red Cross deployment leadership and operations management: 
•    Leads a large team of Red Cross staff members who are deployed across several countries and multiple time zones. 
•    Serves as the ARC representative in installation deployment and other installation contingency support planning, in-progress review and after-action meetings under exercise and actual conditions.  
•    Reviews and revises the sections of the USAREUR/IMCOM-E Readiness SOP applicable to the ARC deployment support requirements.  
•    Provides Financial Management for the deployment sites budget. 
•    During crises, coordinates for Red Cross support with EUCOM, USAREUR/IMCOM-E and the military services.  
•    Supports the OCONUS Red Cross regions in the preparation and updating of the ARC sections of the USAREUR Combating Terrorism Contingency Plan, Disaster Preparedness Plan, the installation Evacuation/Repatriation Plan for non-combatants, and the installation Emergency Operations Center SOP relating to Ukraine Operation. 
•    Participates in all inbound teams' orientations and in-processing. 
•    Keeps the ARC informed of the overall situation and ARC tasks evolving from the emergency.  
30% - installation mobilization planning and processing: 
•    Represents the ARC in installation mobilization planning, in-progress review, and after-action meetings for scheduled semi-annual through 5-year recurring exercises and in actual conditions.  
•    Coordinates the provision of ARC requirements and provides direct support as needed.  
•    Ensures that all unit rosters are updated, communicated to the HCC and inbound units communicated to the Division Directors. 
•    Monitors, provides guidance, and participates in mobilization preparation of family members and the preparation of standing operating procedures, essential forms, and documents of Reserve Component units throughout the area of operation.  
•    Serves as the ARC action officer and family support point of contact for installation mobilization exercises.  
•    Plans, coordinates, and executes the ARC soldier mobilization processing. 
20% - command relationship management: 
•    Consults and briefs commanders, installation leadership, and the community at large to keep them abreast of soldier and family issues.  
•    Serves as the command representative on various topics of military and civilian committees and councils.  
•    Develops local networks and establishes memorandums of agreements to enhance program delivery.  
•    Conducts briefings and prepares and/or distributes fact for the use and orientation of ARC, unit commanders, soldiers, and family support groups regarding pre- and post-mobilization resiliency actions and activities. 
•    As required, acts as Deputy to the Europe Senior Director to support continuity of operations.  This may include SOP maintenance and policy updates; coordination of program reviews with NHQ; updating and maintaining all Continuity of Operations books for the regional and deployed offices and overseeing program quality assurance in coordination with SAF COO and ISD/SAF NHQ. 

WHAT YOU NEED TO SUCCEED:
Education: Bachelor’s degree required.

Experience: A minimum of 7 years related work experience required.

Managerial Experience: Minimum 5 years of staff management experience.

Position requirements:  
•    Must be a US citizen and able to obtain/maintain a secret security clearance and no-fee U.S. passport.  An interim Secret Security Clearance must be obtained if SSC is not currently held. 
•    Periodically travels to deployed sites to oversee teams. 

* Combination of candidate’s education and general experience satisfies requirements so long as the total years equate to description’s minimum education and general experience years combined (Management experience cannot be substituted).

Skills and Abilities:
•    Skilled at analytical reasoning and the ability to apply that skill to the identification, analysis, and evaluation of problems and issues relative to both unit services and mobilization/deployment planning; skill in preparing position papers, staff reports, and information papers; and skill in organizing and delivering briefings to commanders and their staffs and to soldiers and dependents to encourage participation, cooperation, and support for the program. 
•    Skilled in dealing with diverse personnel, including commanders, officials, soldiers, and family members from the Active Army, Army Reserve, and Army National Guard, and in addition, representatives from other military services, service organizations, and interest groups. 
•    Supervisor furnishes general instructions and outlines broad objectives.  The incumbent works independently to develop and coordinate the necessary plans and procedures to conduct the ARC responsibilities in the mobilization/deployment area.  Completed work is reviewed for compatibility with goals and effectiveness in achieving objectives. 

Mobile position requirements: 
•    World-wide mobility is a condition of employment.  It is an essential function of this position.  Employees must accept assignments anywhere in the world, including deployments (conflict areas) where we provide services to members of the U.S. military and their families. 
•    Mobile staff members must be US citizens and able to obtain/maintain a secret security clearance and no-fee U.S. passport.
•    Must meet and maintain strict medical and physical requirements, including immunizations required by the U.S. military and Department of Defense.
•    Responsible for proper wear and maintenance of daily Red Cross Duty Uniform, and live and work in harsh and stressful environment in conflict areas. 
•    Periodically accompanies the military on deployments.
•    Some station offices are in remote locations without public transportation. 
•    An interim Secret Security Clearance must be obtained if SSC is not currently held.
•    When deployed, you may be required to work 12-hour shifts, 7 days a week. 
•    Privacy is often limited, and you may have to share accommodations with co-workers, military members, etc.

The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job.  While performing the duties of this Job, the employee is regularly required to sit; use hands to handle or feel; and talk or hear.  The employee is frequently required to reach with hands and arms.  The employee is occasionally required to stand; walk and stoop, kneel, crouch, or crawl.  The employee must frequently lift and/or move up to 15 pounds and occasionally lift and/or move up to 30 pounds.  Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception and ability to adjust focus.  The work environment will consist of moderate noise (i.e., business office with computers, phones and printers, light traffic).  The employee must have the ability to work in a small cubicle and have the ability to sit at a computer terminal for an extended period of time.

FOR MOBILE POSITIONS ONLY (Domestic and Overseas settings)
Some positions are designated as “Mobile” and subject to unique job requirements.  SAF Mobile Staff perform the same basic job responsibilities as non-mobile staff in regions.  In addition to those responsibilities, this special workforce is also required to deploy on short term temporary assignments, serving alongside military members who are deployed to designated theaters of operations anywhere in the world.  Mobile staff must be ready to deploy whenever called upon, and to do so are required to meet and maintain specific medical and other readiness requirements.  Requirements unique to mobile positions include the following:
Support both the day-to-day operations and emergency needs of the Hero Care Center as a member of the Hero Care Network Contingency Team. 
•    Completes all trainings and requirements to maintain casework proficiency, to include working shifts and participating in readiness drills.
•    Responds to emergency, surge, and disaster situations, as needed.
To maintain readiness, staff must:
•    Maintain all medical and security requirements.
•    Engage in annual deployment familiarization program to include trainings and meetings.
•    When activated to deploy, participate in additional trainings and meetings to prepare for deployment.

MOBILE STAFF (Overseas settings only):
In addition, mobile staff based overseas may also be responsible for managing the promotion and delivery of all Red Cross services to clients within their jurisdiction.  This may include:
•    Ensuring Training Services programs are supported and promoted in their jurisdiction and that there are sufficient trained volunteers to provide classes.
•    Ensuring Disaster Cycle Services are provided including responding to local, regional and division level disasters and acting as a planning partner for local emergency management and response activities.
•    Establishing and maintaining a positive and mutually beneficial relationship with local Armed Forces Blood Service Programs
