Summary You will serve as a SAFETY AND OCCUPATIONAL HEALTH MANAGER as the AVIATION BRANCH HEAD in the SAFETY DIVISION of MARFORCOM NORFOLK. Responsibilities You will oversee a major Commands’ Aviation Safety Management System (SMS) to develop, review, and recommend aviation safety policy at all levels of command to eliminate or control potential hazards and safety of flight issues. You will oversee the Command application of Naval Air Training and Operating Procedures Standardization (NATOPS) program by manage training requirements for aviation safety officers, aviation safety managers, and commanders of aviation units. You will inspect aviation safety management systems, Occupational Safety and Health systems, and/or other systems for compliance with safety policies. You will develop standards in scenarios where peculiar hazardous operations do not have safety standards and as the cognizant command add or modify the Naval Air Training and Operating Procedures Standardization (NATOPS) program. You will develop and implements procedures and policies that help prevent mishaps to accident, injuries, illnesses, and fatalities, providing guidance to all commands for compliance. You will oversee and coordinate investigations, HAZREPS, safety complaints, fatalities and serious incidents which threaten or impair the safety and occupational health of employees. You will provide aviation safety and occupational health guidance to the Marine Air Wing (MAW) in support of mission readiness and will represents the Commander and Safety Director at various safety related meetings, conferences, and workshops. You will be responsible for overall assignment of work to subordinate division officers, supervisors, and managers to establish priorities and dates for completion. As the aviation safety manager of a large full-time work force you will receive both technical and administrative direction. You will be responsible for providing leadership, guidance, and advice to ground and aviation safety managers and officers, mostly military, situated throughout a command. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Develop, monitor, evaluate, and administer air and ground health and safety guidance to staff and higher ups to ensure compliance with all safety regulations; investigate incidents to determine what regulations have been breached and could be improved upon; provide training for aviation safety programs; and provide communication techniques to a diverse audience to present briefings, reports, and presentations for mission objectives. Undergraduate and Graduate Education: Major study -- safety or occupational health fields (safety, occupational health, industrial hygiene), or degree in other related fields that included or was supplemented by at least 24 semester hours of study from among the following (or closely related) disciplines: safety, occupational health, industrial hygiene, occupational medicine, toxicology, public health, mathematics, physics, chemistry, biological sciences, engineering, and industrial psychology. Education Additional Information This position involves visits and temporary duty in field sites for inspections. This mandates walking, standing, climbing, stooping, bending, carrying and similar movements, as well as agility, stamina, and dexterity. During trips to installations, physical demands may be greatly increased and require extensive physical exertion. This position is mainly performed in an office setting. Occupational inspections may involve moderate risk during regular and recurring exposure to operating machines and equipment, hazardous materials, high noise levels, dust, fumes, irritant chemicals, and inclement weather. During an inspection, the incumbent may at times incur high risk due to unexpected exposure to hazardous gases, fumes and/or physical injury from unexpected projecting of falling objects.
