About the Position: Serves as the Safety and Occupational Health Manager for a military controlled port. Responsible for full range of safety program management principles to include marine terminal operations; the transport of hazardous materials; industrial safety and occupational health responsibilities. Responsibilities Monitor the installation Safety and Occupational Health (SOH) program execution in supported organizations to determine compliance with policies and regulations and for areas where process improvements can be made. Provide technical leadership and guidance to journeyman safety professionals, assisting them in resolving the especially complex and difficult problems and cases where guides are very general or lacking. Review and analyze accident and incident reports, standing operating procedures (SOPs), organizational and program documents, and all other information and regulations available in order to detect problem areas and to determine compliance policy. Plan, coordinate, evaluate and provide technical advice for the command-wide safety program in the framework of applicable laws. Interpret regulations, standards, procedures, methods, and techniques applicable to a broad-range of safety and occupational health duties that include industrial hazards and the transport of hazardous materials. Specialized Experience: One year of specialized experience which includes conducting safety and occupational health inspections in order to determine safety and health procedures are in compliance with OSHA or DoD guidance. Experience must include integration of Risk Management with marine terminal operations and the transport of hazardous materials, to include arms, ammunition and explosives. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. You will be evaluated on the basis of your level of competency in the following areas: Accident/Mishap and Hazard Investigation and Reporting Compliance Inspection and Program Management Risk Management Safety and Health Training and Education Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11). Education Additional Information Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration. You will be required to provide proof of U.S. Citizenship. One-year trial/probationary period may be required. Direct deposit of pay is required. Selection is subject to restrictions resulting from Department of Defense referral system for displaced employees. This is a Career Program (CP) 12 - Safety and Occupational Health position. You may claim military spouse preference (MSP). If an MSP applicant is determined best qualified and selected, placement must be at the full performance level for priority consideration.
