Summary You will serve as a (Supervisory) Safety and Occupational Health Manager in the Safety and Regulatory Compliance Directorate, (SEA 09) of NAVSEA HQ FIELD SUPPORT. Responsibilities You will assist the Department Head, Safety Management Department and serve as the Safety and Occupational Health (SOH) subject matter expert for all NAVSEA development, and management of SOH programs. You will lead a team for the NAVSEA portion including coordination with NAVSEA field activities, affiliated Program Executive Offices (PEO), OPNAV, ASN, the Fleets and other Navy SYSCOMs. You will serve as subject matter expert on the Navy's Maritime Confined Space Entry Program with oversight responsibilities for the Navy Gas Free Engineers(GFE) assigned to shipyards and regional maintenance centers. You will ensure that corporate NAVSEA (the Enterprise) is compliant with the Occupational Safety and Health (OSH) for safety compliance with the related federal laws, regulations, Executive Orders and DOD/Navy policies. You will review high level policy; adapt and interpret guidelines; and develop policy and guidelines specific to NAVSEA programs addressing situations for which there may be little to no written guidance. You will develop and approve Safety Assessments (SA) and Safety Impact Statements (SIS). You will manage branch personnel, develops work assignments, tasks and priorities, and assesses team member performance. You will serve as the NAVSEA liaison with fleet activities and federal regulatory agencies. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the next lower pay band, NH-03 (or GS-13 equivalent) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Planning, developing, and managing Fire, Safety and/or Occupational Health (SOH) policies, directives, and guidance; conducting evaluations of programs and auditing activities; and investigating incidents to ensure compliance with applicable laws and regulation.
