GovCIO is currently hiring a Safety Officer to support the Navy’s Fleet Submarine Very Low and Low-Frequency Broadcast Engineering Support team. This position will be located in Charleston, SC and will be an onsite position.
Responsibilities Develops, implements, and monitors site-specific safety and environmental programs in alignment with OSHA, DoD, and Navy standards.Conducts routine safety audits, hazard analyses, and risk assessments across broadcast facility operations. Maintains site compliance with OSHA 1910/1926, EM 385-1-1, EPA, DOT, PHMSA, and other federal/state/local regulations. Oversees all Emergency Response Team (ERT) activities, including training, equipment inspections, and coordination with fire departments and EMS. Ensures regulatory recordkeeping (OSHA 300 logs), performs incident investigations, and executes corrective action planning. Provides safety briefings, toolbox talks, and onboarding training to ensure a proactive safety culture. Interfaces with quality, security, engineering, and facility personnel to integrate safety measures into operational planning.Supports compliance with ISO 45001 and ISO 14001 standards, maintaining documentation in Enablon, Nimonik, and iAuditor systems. Conducts ergonomic evaluations, chemical handling assessments, confined space entry protocols, and PPE fit testing. Assists in wastewater treatment oversight and environmental reporting, including stormwater and SPCC plan implementation. QualificationsBachelor's with 8+ years (or commensurate experience)
Required Skills and Experience
Clearance Required: SECRETTen (10) years of practical experience in occupational health, safety engineering, or risk management in industrial, military, or federal program settings. Proven record of managing OSHA, EPA, and DoD compliance programs, with experience conducting site audits, developing safety procedures, and leading safety teams. Demonstrated experience with emergency response training, incident command systems (ICS 100–800), and coordination of site drills and response plans.Excellent communication skills with the ability to lead training, safety committees, and cross-functional collaboration.Familiarity with systems used for environmental, health, and safety documentation and reporting (Enablon, Nimonik, iAuditor, etc.).

Posted Pay Range
The posted pay range, if referenced, reflects the range expected for this position at the commencement of employment, however, base pay offered may vary depending on multiple individualized factors, including market location, job-related knowledge, skills, education, experience, and internal equity. The total compensation package for this position may also include other compensation elements, to be discussed during the hiring process. If hired, employee will be in an “at-will position” and the GovCIO reserves the right to modify base salary (as well as any other discretionary payment or compensation program) at any time, including for reasons related to individual performance, GovCIO or individual department/team performance, and market factors.
