Overall responsibility for critical support services related to company operations. The areas of responsibility include developing/enhancing and promoting a proactive, company-wide safety culture, with focus on education and accident prevention; effective technical training; uniform standards and processes for consistent and efficient field operations; and a strong pipeline safety program as the PUC Pipeline Safety liaison. Primary lead for creating and conducting training programs that meet regulatory requirements specific to Operator Qualification, and company Standard Operating Procedures and Job Procedures.
ESSENTIAL DUTIES:
Develop and implement training programs that cover technical field operations skills, safety procedures within regulatory requirements.Organize and oversee the delivery of training sessions, both in-person and online.Continuously evaluating the effectiveness of training programs through feedback, assessments, and performance metrics, and making necessary adjustments to improve outcomes.Establishing operator qualification programs that meet regulatory standards and company procedures and policies for company employees and contractors.Maintain accurate and up-to-date records of all qualified operators, including their training history, qualifications, and certifications.Monitor compliance with OQ regulations and standards and addressing any issues or discrepancies promptly.Stay current with changes in regulations and industry standards related to natural gas operations and update training programs to align with regulatory requirements and best practices.Prepare for and participate in regulatory audits and inspections, ensuring all documentation and practices meet compliance standards.Participate and/or lead investigations into any incidents or near-misses, identifying root causes, and implementing corrective actions to prevent future occurrences.Direct the day-to-day activities of Technical Trainers and Coordinator to ensure Standard Operating Procedures are followed.Responsible for annual training plan development, execution and analysis that supports the operating plan.Evaluate training requests and determine resource allocations for synergies between Departments and Contractors.Build and maintain strong collaborative partnerships with leadership/management and other business partners involved in delivery of Technical Training.Initiate continual improvement initiatives and implementation.Assess organizational training needs and make recommendations.Responsible for ensuring employees are properly prepared to work safely, effectively, and in compliance with all DOT (Department of Transportation), and Regulatory requirements.KNOWLEDGE, SKILLS, AND ABILITIES:
Strong knowledge relating to DOT/PUC pipeline safety regulations, DOT federal motor carrier regulations, OSHA, and PNG's SOPS and procedures/processes.Strong analytical skills and problem solving, mathematical abilities, record keeping, database management.Knowledge of applicable pipeline systems (e.g., transmission, storage, distribution, etc.)Proficient use of office-based software, including Microsoft Office Suite and SAP.Exceptional leadership and communication skills- interpersonal, writing, and public presentations.Skilled in the ability to multi-task activities, resources, and time.Effectively influence with and without authority.EXPERIENCE/EDUCATION REQUIREMENTS:
Demonstrated technical expertise in field operations.Demonstrated Leadership experience.Computer skills proficiency.Minimum of 8 years of experience in gas industry and/or OSHA & Safety Management.Specialized training in areas of responsibilities.Demonstrated ability to multi-task and manage a budget.Bachelor's degree in engineering, science, or related field.Demonstrated related experience may be substituted for preferred education.Valid driver's license and ability to drive PNG Company Vehicles.Certifications and registrations in safety and/or professional training desirable.Essential Utilities, Inc., is an Equal Opportunity/Affirmative Action employer.
