Minimum Qualifications MINIMUM QUALIFICATIONS: Possession of a current Louisiana Sanitarian's license issued by the Louisiana State Board of Examiners for Sanitarians plus one of the following: Four years of experience as a licensed sanitarian; OR A master's degree in public health, food science, dairy science, environmental or sanitary science, or one of the physical or biological sciences plus three years of experience as a licensed sanitarian. NECESSARY SPECIAL REQUIREMENTS: Positions in the Molluscan Shellfish program require that applicants complete the Louisiana Boating Education program and be certified by the Department of Wildlife and Fisheries. Job Concepts FUNCTION OF WORK: To serve as a Sanitarian Parish Manager/Supervisor responsible for the implementation of public health and environmental programs. OR To serve as a Program Manager for multiple public health environmental and consumer protection programs within a regional office or headquarters office. LEVEL OF WORK: Supervisor/Manager. SUPERVISION RECEIVED: General from Sanitarian 6 or 7. SUPERVISION EXERCISED: 1) As Parish Supervisor, direct line over lower level Sanitarians. 2) As a Program Manager, direct line or programmatic over lower level Sanitarians. *Agency hierarchy and reporting relationship will be considered when making allocations at this level. JOB DISTINCTION: Differs from Sanitarian 4 by the presence of responsibility for supervising subordinate staff of Sanitarians and acting as Sanitarian Parish Manager in a heavily populated parish; or by responsibility for serving as Program Manager for multiple public health environmental and consumer protection program(s) in a regional office or headquarters office. Differs from Sanitarian 6 by the absence of responsibility for the administration of multiple public health and environmental consumer protection programs for several functional units. Examples of Work The Enforcement Unit Sanitarian Manager position assists in the administration of the Engineering Enforcement Program, a complex, statewide program tasked with drafting, issuing, and tracking formal enforcement instruments (Administrative/Compliance Orders) for Public Drinking Water Systems and Community Sewage Systems that have been identified by the Office of Public Health (OPH) and/or United States Environmental Protection Agency (EPA) to be in violation of state/federal regulations and to direct said Systems in returning to compliance with applicable state/federal laws, rules, and regulations (Louisiana State Sanitary Code [LAC 51] and 40 CFR 141-142). Sample job duties include but are not limited to: + Drafting formal enforcement instruments (Administrative and Compliance Orders) to be issued to the owner(s), operator(s), and/or other responsible parties associated with non-compliant public water systems and community sewage systems. + Monitors/tracks/records compliance/non-compliance of the ordered remedial action items contained within the Orders + Prepares and issues follow-up enforcement action (Warning Letters and Penalty Orders) when the system fails to comply with the ordered remedial action items by the compliance deadline date specified in the Order(s) + Collaborates with inter-agency staff and conducts informal enforcement meetings and conferences statewide with the owner(s), operator(s), and/or other responsible parties associated with non-compliant public water systems or community sewage systems. + Performs emergency response activities as directed by agency.
