Job Description:
· Develop and maintain complex SAS semantic layer and reports, and interpret error logs to debug and correct SAS code
· Participate in various requirements sessions with internal and external stakeholders and convert business / functional requirements into technical solutions, along with supporting materials such as use cases, designs, flowcharts, models, specifications, and reports.
· Provide technical support to requirements, development, testing, help desk, and training teams.
· Work directly with users, client, and project team to develop end-user SAS training and reference materials.
· Interact with the database team to ensure data integrity and optimize end-user experience and performance.
· Follow the corporate and program SDLC and quality guidelines, as well as adhere to industry regulations and compliance requirements.
· Draft standards and procedures affecting SAS data and process modeling and documentation, and data base design, maintenance, and management.
· Serve as subject matter expert of the SAS data warehousing environment, supporting initiatives such as security, data growth, performance, platform upgrades, support agreements, disaster recovery, as well as user requests.
· Provide support to SAS users with data warehousing tools such as EBI / EG, formulating queries, and understanding the data contained in the data warehouse.
· Conduct performance tuning reviews for improvements to very large SAS database environments and prepare written reports of findings, including recommendations and cost justification analysis.
· Interview, train and coach team members.
Required Skills & Experience
Bachelor's degree in engineering, computer science, statistics or equivalent.
· 8+ years of expert level, hands-on experience with SAS BASE / EBI / EG / EM / ODS / BI Dashboard / Information Delivery Portal / Information Map Studio / OLAP, as well as data step programming (implicit/explicit do loop control, functions, formats, informats, hash tables, date time handling and macro language/macro variables).
· 8+ years of experience with advanced SQL programming.
· Expert level experience and knowledge with semantic layer and reports development.
· Analyze project requirements and develop detailed specifications for new and existing SAS data warehouse reporting requirements with ability to understand performance, quality and schedule considerations.
· Strong understanding of research methodology and statistical methods as applied to healthcare claims data and codes as published by CPT, ICD, HCPCS, and DRG manuals.
· Practical experience with high volume data mining, statistical analysis, predictive modeling, forecasting, or econometrics.
· Ability to interpret complex data and communicate it in an effective manner leveraging advanced reporting and visualization techniques.
· Effectively demonstrate a working knowledge of decision and intelligence systems concepts, and database structures such as ETL, normalization, datamarts, fact tables, dimensions, views, cubes, olap, rolap, rbac, star and snowflake schemas.
· Excellent analytical skills to recognize data patterns, quantify potential issues and identify solutions.
· Vast experience with advanced statistical sampling techniques such as extrapolation, stratification, random sampling, trending, as well as cluster, outlier and network analysis.
· Ability to standardize, harmonize, clean, prepare and use data for developing datasets, reporting and analysis.
· Must have excellent verbal and written communication skills, ability to work independently with minimal supervision, be a team player, and be well organized and efficient with excellent judgment, problem-solving and decision-making skills.
Desired Skills & Experience
· Master’s degree in an appropriate analytic field (such as Public Health, Epidemiology, Statistics, Informatics, or Services Research).
· Experience with Medicare Administrative Contractor (MAC) systems, Recovery Audit Contractor (RAC) systems, Centers of Medicare and Medicaid Services (CMS) Integrated Data Repository, and CMS fraud detection and prevention solutions.
· Experience with Teradata, SAP BusinessObjects, or IBM Portal/WAS.
· Knowledge of the Medicare FFS claims processing systems and business procedures.
· Past experience as a Zone Program Integrity Contractor (ZPIC), Program Safeguard Contractor (PSC), or Medicare Drug Integrity Contractor (MEDIC) highly desirable.
· Experience working in an Agile and/or CMMI SDLC.
· Experience with release management tools such as DOORS, MKS, QC, SharePoint.
